Position Overview:

Red Lake Construction, LLC is in search of a proficient and seasoned Senior Accountant with extensive expertise in construction finance and federal contracting. The selected candidate will play a crucial role in managing the financial operations of the organization, ensuring adherence to SBA and federal guidelines, while maintaining precise financial documentation.

The ideal applicant will be a proactive individual capable of independently establishing and overseeing a thorough document management system.

Additional responsibilities encompass the evaluation of financial statements and related documentation for other construction divisions within Red Lake, Inc., the parent entity of Red Lake Construction, LLC.


Primary Duties:

Financial Oversight:
Supervise all accounting functions, including invoicing, receivables, payables, payroll, general ledger management, and cost accounting. Prepare and assess monthly, quarterly, and annual financial reports. Manage cash flow, budgeting, forecasting, and financial analysis.

Regulatory Compliance and Reporting:
Ensure adherence to all SBA and federal regulations pertinent to construction contracts. Prepare and submit necessary financial documentation and reports to appropriate authorities. Conduct internal audits to confirm compliance with financial policies and procedures.

Project Financial Management:
Oversee accounting for multiple federal construction projects concurrently. Monitor project expenditures, prepare billing, and assess project profitability. Collaborate closely with project managers to guarantee accurate financial reporting for projects. Generate Monthly Work in Process Job Reports to track gross profit progress.

Accounting Systems Management:
Become proficient in Sage Intacct Software and Foundation Software. Ensure all job cost codes are current and sufficient for tracking job costs. Set up new projects with initial budget schedules and close out completed jobs upon finalization.

Document Organization:
Create and implement a robust document management system for all financial and project-related records. Ensure compliance with SBA and federal document storage requirements. Maintain organized files for easy access and retrieval as necessary.

Process Enhancement:
Identify and execute process improvements to boost the efficiency and effectiveness of the accounting department. Provide insights for financial policies and procedures.

Travel may be required to various project sites to ensure effective financial oversight and compliance.

The Senior Accountant will be expected to collaborate with the team and oversee financial operations as needed.


Essential Qualifications:

Education and Experience:
Bachelor’s degree in Accounting, Finance, or a related discipline. CPA or CMA certification is preferred. A minimum of 5 years of experience in construction accounting, particularly in federal contracting. Strong understanding of SBA and federal regulations related to construction contracts.

Skills:
Proficiency in accounting software (e.g., QuickBooks, Sage, or similar) and advanced Excel capabilities. Strong analytical, organizational, and problem-solving skills. Attention to detail and ability to manage multiple projects effectively. Excellent communication and interpersonal skills.

Preferred Qualifications:
  • DCAA Compliance: Understanding of DCAA audit requirements and processes.
Familiarity with FAR (Federal Acquisition Regulation) and its implications on accounting practices. Knowledge of CAS (Cost Accounting Standards) as they relate to federal contracts.

Indirect Cost Management:
Ability to develop and manage indirect cost rate proposals. Understanding of allowable and unallowable costs under federal regulations.

Timekeeping and Labor Management:
Proficiency in maintaining compliant timekeeping systems. Understanding of labor distribution and allocation to various contracts.

Contract Management:
Familiarity with various types of government contracts (e.g., fixed-price, cost-plus, time and materials). Ability to manage accounting and reporting requirements specific to each contract type.

Internal Controls:
Expertise in establishing and maintaining internal controls to ensure compliance with federal regulations. Ability to conduct internal audits to proactively address potential issues.

Cost Accounting:
Experience in job cost accounting and project cost tracking. Proficiency in preparing Incurred Cost Submissions (ICS) and other required federal reports.

Financial Reporting:
Ability to prepare accurate and compliant financial statements and reports. Understanding of government-specific reporting requirements.

Documentation and Record Maintenance:
Knowledge of document retention policies as required by federal regulations. Proficiency in maintaining organized records for audit purposes.

Audit Preparedness:
Ability to prepare for and facilitate DCAA and other federal audits. Experience in addressing audit findings and implementing corrective measures.

Ethical Standards:
Strong understanding of ethical standards in government contracting. Commitment to maintaining integrity and transparency in all financial practices.

Possessing these competencies will equip the applicant to ensure compliance with federal DCAA accounting principles and effectively navigate the complexities of federal audits.
