We are looking for a skilled FOIA Analyst to assist in delivering comprehensive FOIA support services. This role involves a range of responsibilities aimed at ensuring compliance with federal regulations and facilitating effective communication with various stakeholders.

KEY RESPONSIBILITIES:
  • Evaluate FOIA/PA requests for accuracy and compliance with established policies and regulations.
  • Assess the scope of records related to requests, collaborating with relevant subject matter experts to ensure thorough review.
  • Conduct FOIA/PA evaluations for various request types, including expedited and complex cases.
  • Determine appropriate fee categories and assess requests for fee waivers and expedited processing.
  • Engage with NRC subject matter experts to locate and review requested records promptly.
  • Address referral and consultation requests from other federal agencies regarding their records.
  • Draft interim and final responses for all assigned FOIA/PA requests.
  • Manage pre-disclosure notification procedures in accordance with applicable regulations, addressing objections to the release of business information.
  • Maintain comprehensive case notes for all assigned requests.
  • Support administrative functions related to FOIA, including database management and coordination with financial offices.
  • Assist in the development and delivery of FOIA training materials for NRC staff.
  • Facilitate communication with requesters and NRC staff to clarify request scopes and ascertain equities.
  • Provide regular updates on the status of requests.
  • Coordinate meetings among Subject Matter Experts, legal counsel, and requesters as necessary.
  • Offer guidance to NRC staff regarding FOIA policies and regulations.
  • Prepare reports and briefing documents as needed.
  • Maintain a tracking system for FOIA/PA requests.
QUALIFICATIONS:

ESSENTIAL SKILLS AND EXPERIENCE:
  • Minimum of 5 years of experience in providing comprehensive FOIA support services to federal agencies.
  • Bachelor's Degree required.
  • Excellent writing and grammar skills, capable of drafting professional correspondence.
  • Strong understanding of management principles and practices related to FOIA processing.
  • Ability to interpret and articulate federal laws and regulations related to FOIA/PA document review.
  • Familiarity with FOIAXpress or willingness to learn its application for redacting non-releasable records.
  • Effective communication skills with senior officials and various stakeholders.
  • Proficient in Microsoft Office applications, including Word, Excel, PowerPoint, SharePoint, Teams, and Outlook.
PREFERRED SKILLS:
  • Experience with FOIAXpress is highly desirable.
  • Juris Doctor (JD) degree is a plus, but not mandatory.
