Job Summary

We are seeking a highly skilled and experienced Program Analyst to join our team at ASR International. The successful candidate will be responsible for providing support to the US NAVY NCG-1, specifically in the areas of data analysis and compilation, and engaging with proposed technology solutions.

Key Responsibilities
  • Conduct market research to identify technologies that can enhance military construction capabilities.
  • Provide support to field testing activities, coordinating with government plans and industry testing schedules.
  • Assist in the development of technical documentation, including CDD/DCR, following JCIDS Manual requirements.
  • Support the preparation of input to NECC, System Command, and Resource Sponsor counterparts throughout the PPBE process.
  • Identify and recommend equipment systems for capture, and conduct ongoing interviews and/or focus groups with subject matter experts.
  • Review existing requirements documentation to ensure deliverable requirements documents contain the requisite information and incorporate applicable standards.
  • Build a final Top Level Requirements document deliverable in accordance with the Naval Force Constructions Operations Training Guide.
Requirements
  • Bachelor's Degree in Engineering from an accredited college/university.
  • At least 5 years of experience with NECC, specifically NCF, force operating concepts, and NCF technology STOs.
  • Experience developing threshold and objective metrics to support KPP, KSA, and APA is desired.
  • Experience performing analysis and developing JCIDS documents for Departments of the Navy, Army, or Air Force is preferred.
  • Knowledge of the DoD PPBE process is preferred.
  • Stakeholder engagement experience, including facilitating large working sessions and one-on-one interviews.
  • High comfort level working with and around all military/organizational levels, clients, suppliers, and visitors.
  • Proficiency in Microsoft Office, especially Excel, Word, Outlook, and PowerPoint.
  • Occasional travel required.
  • Strong verbal and written communications skills.
  • Must be a US Citizen.
  • An Active DOD SECRET Clearance is desired.
  • Physical Demands: Requires walking, sitting, and standing periods of time.
  • Ability to use phone and computer systems, copier, fax, and other office equipment.
