The Chief Executive Officer of the New York State Office of Cannabis Management (OCM) is a key figure in steering the organization towards achieving its objectives, which encompass promoting social and economic fairness, enhancing access within the adult-use cannabis sector, safeguarding public health and safety, assisting license holders, generating revenue, and executing the Community Grants Reinvestment Fund. Additionally, the CEO will work to reinforce the regulatory framework governing New York's cannabis landscape.

In collaboration with the Cannabis Control Board and the Cannabis Advisory Board, the CEO is tasked with overseeing the comprehensive administration, operational efficiency, and overall effectiveness of OCM.

Essential Qualifications

  • Over 15 years of professional experience, including 5-10 years in senior management roles, ideally within a governmental context related to economic development, cannabis, drug policy, social equity, or justice reform.
  • Proven experience in managing senior personnel and engaging with oversight and operational boards.
  • Expertise in financial management, strategic planning, and project oversight.
  • A solid understanding of public sector governance.

The Chief Executive Officer is appointed by the Governor, subject to Senate confirmation.

Desirable Qualifications and Skills

  • Knowledge of New York State governmental operations.
  • Understanding of cannabis legalization, policy frameworks, or the Marijuana Regulation and Taxation Act (MRTA).
  • Experience collaborating with or within a governmental regulatory body.
  • Background in managing licensing and compliance processes.
  • Proven ability to lead organizational transformation and cultivate a positive organizational culture.
  • Commitment to social equity in economic development initiatives.
  • Demonstrated leadership capabilities, problem-solving skills, strong public speaking abilities, and experience managing complex budgets and business operations.
  • Capacity to foster trust, collaboration, and high standards of performance among staff members.
  • Approaches responsibilities with creativity, enthusiasm, empathy, and discretion.

Compensation

$167,754-$205,000 annually.
