Position Overview

*EXCLUSIVELY FOR CURRENT FULL-TIME EMPLOYEES OF NYC PARKS*

The NYC Parks Waterfronts and Marine Division is responsible for the management and upkeep of marinas and boating facilities throughout the city. This division oversees the Agency's fleet of vessels and provides on-water emergency response as necessary. Additionally, it manages the execution of in-water capital construction initiatives and acts as the infrastructure liaison for the Agency's extensive shoreline.

The division is also tasked with the management of the newly established marine debris disposal and vessel surrender office. It collaborates across the Agency with various divisions including business development, planning, capital projects, natural resources, operations, and special events. Participation in citywide task forces is essential, as is the implementation of policies related to the city's waterways and their increasing recreational use.

Key Responsibilities

Under administrative guidance, you will oversee the operations of docks and piers at Agency-managed marinas.

  • Collaborate with the Chief and Deputy Chief of Citywide Marine Operations.
  • Supervise Supervising Dockmasters, Maintenance Workers, and City Park Workers.
  • Establish staff schedules to ensure consistent coverage at Agency-operated marinas.
  • Enforce established dockage rates, Dockage Permit Terms of Agreement, and the regulations outlined in Chapters 3 and 4 of Title 56 of the Rules of the City of New York (Marina Rules).
  • Ensure compliance with all necessary agreements, vessel insurance, and registrations from permitted customers.
  • Oversee fee collection and ensure timely and accurate recording of payments by staff, while strictly prohibiting the acceptance of tips or gratuities.
  • Respond to and provide guidance during emergencies, storms, or boating safety incidents involving Agency-operated marinas.
  • Assist in supervising marina-based special projects and contractor work, including repairs and replacements of docks and mooring fields.
  • Communicate effectively with the public, subordinates, and superiors, and coordinate with city, state, and federal enforcement agencies as needed.
  • Report any unusual or unsafe conditions to management.

Qualifications

1. A minimum of six (6) years of experience in a significant role related to vessel docking, dock maintenance as a port surveyor, dockmaster, harbor master, or pier superintendent, with at least three (3) years in a supervisory or administrative role; or

2. An equivalent combination of experience.
