The Field Systems Operations Manager is a proactive and technically proficient professional responsible for overseeing roadway technology systems throughout their lifecycle, from design to operational maintenance. This role is pivotal in ensuring that the tolling project adheres to all specifications detailed in the Comprehensive Agreement (CA). The manager will engage in the supervision and direction of contractors to fulfill these obligations while guaranteeing that the project is executed on time, within financial constraints, and with optimal design considerations.

Key Responsibilities:

  • Oversee the design of field systems and ensure alignment with roadway and back-office project schedules to facilitate timely integration of systems such as the Toll Collection System, Intelligent Transportation System, and Network Communications System.
  • Monitor and report on system and project progress, identifying risks and escalating issues as necessary. Collaborate with the Chief Information Officer on technical solution recommendations.
  • Assist the Chief Information Officer in managing contractors involved in the design, development, and implementation of roadside systems.
  • Review and approve documentation from contractors and technical consultants to ensure compliance with project requirements.
  • Work closely with the Toll Operations Manager to ensure seamless integration of back-end tolling systems with roadside components.
  • Ensure all software, hardware, and interfaces meet operational and CA requirements.
  • Evaluate and approve documentation including requirements, functional designs, and test plans to identify operational deficiencies.
  • Participate in various testing phases to ensure compliance with operational and technical standards.
  • Prepare and deliver reports on project milestones, risks, and tasks to support senior management in decision-making.
  • Identify opportunities for change requests to enhance project efficiency and cost-effectiveness.
  • Once operational, manage the maintenance of field systems and ensure adherence to the Operation and Maintenance plan.
  • Supervise personnel responsible for the operation and maintenance of field systems, including resource management and task delegation.
  • Ensure all team members receive necessary training, including health and safety protocols.
  • Direct field technicians to operate in accordance with established guidelines and safety procedures.
  • Conduct cost-benefit analyses for operational alternatives and assist in procuring external services as needed.
  • Coordinate maintenance and repairs of existing ITS and communication links within project limits.
  • Be available for on-call coordination of repairs for field systems and communication failures.
  • Monitor field systems performance for compliance with operational standards and coordinate corrective measures as required.
  • Prepare reports on field systems operations and maintenance for internal departments.
  • Ensure compliance with health and safety training and policies for all assigned personnel.
  • Perform additional job-related duties as assigned.

Qualifications:

To excel in this role, candidates should possess the following:

  • A Bachelor's degree in IT, Computer Science, Electrical Engineering, or a related field, with relevant experience considered in lieu of a degree.
  • A minimum of 7 to 10 years of experience in technology implementation or management.
  • Hands-on experience with telecommunications or technology systems is highly desirable.
  • Project management experience, particularly in coordinating teams in a technology-driven environment.

Professional Skills:

  • Ability to effectively manage and delegate tasks to a team of field technicians.
  • Strong organizational skills to manage tasks and deadlines through vendor contracts.
  • Capability to collaborate with colleagues in a self-managed team structure.
  • Proficient in multitasking, problem-solving, and implementing innovative processes in a dynamic environment.

Technical Skills:

  • Comprehensive knowledge of IT network communications and systems.
  • Proficiency in Microsoft Excel, Word, PowerPoint, and other PC-based applications.

Work Environment:

The work environment may involve moderate to high noise levels due to proximity to heavy machinery. The role requires occasional travel and site visits, with physical demands including the ability to lift up to 25 pounds and work in various positions for extended periods.
