Financial Services Specialist II – Accounting
Campbell County is in search of a motivated and enthusiastic individual to join our Department of Management Services. In this role, your primary focus will be in the ACCOUNTING sector, supporting the Finance/Budget Manager. You will also have opportunities to gain experience in payroll, benefits, purchasing, and accounts payable/receivable.
Work Environment: This position is primarily based in an indoor office setting across various departments, with occasional site visits as necessary. The role may require lifting or moving items up to 25 lbs. Frequent public interaction is expected, and some evening and weekend work may be required.
Key Responsibilities:
- Support the Finance/Budget Manager as needed, gaining cross-training in all four areas;
Manage routine accounting tasks, including:
- Recording standard ledger entries in compliance with state, federal, and accounting standards;
- Providing financial guidance to department heads on routine matters;
- Assisting in the preparation of budgets for Capital Improvement Program requests, operating budgets, and carryover requests;
- Maintaining the general ledger chart of accounts;
- Preparing and processing monthly journal entries for various county entities, including HSA payments, health and dental insurance, and retirement contributions;
- Assisting with monthly and annual financial closing processes and generating reports;
- Creating various accounting spreadsheets.
Cross-Training Areas:
Payroll Functions:
- Overseeing the monthly payroll preparation and processing for the County and affiliated offices;
- Managing the County's Time & Attendance system;
- Assisting employees with the time management system and payroll inquiries;
- Verifying monthly changes and new hire information for accurate payroll processing;
- Generating necessary payroll reports.
Benefits Functions:
- Coordinating and administering various employee benefit and retirement programs, including health insurance, flexible spending accounts, and life insurance;
- Managing workers' compensation claims;
- Assisting employees with disability claims and leave policy inquiries;
- Maintaining employee benefits filing systems;
- Collaborating with vendors to resolve administrative issues;
- Generating reports as requested;
- Assisting with benefits audits and record management.
Accounts Payable Functions:
- Reviewing accounts payable invoices and documentation for timely payment;
- Entering data to batch invoices for payment processing;
- Preparing and scanning invoices into electronic storage;
- Maintaining positive relationships with vendors and addressing inquiries;
- Reviewing 1099 information monthly and correcting errors;
- Preparing and distributing annual 1099 statements in accordance with IRS regulations.
Qualifications:
- High School diploma or GED (preferred: Associate's degree or higher in Accounting or Business Administration);
- Two years of relevant experience;
- Valid Virginia Driver's License;
- Must be bondable;
- Completion of National Incident Management System (IS-100 and IS-700) within 90 days of employment.
Core Competencies:
- Proficiency in Microsoft Applications, particularly Excel;
- Excellent communication skills with a focus on clarity and confidentiality;
- Knowledge of finance and public/governmental accounting;
- Strong understanding of computerized accounting systems;
- Ability to effectively organize, prioritize, and meet deadlines;
- General knowledge of payroll and benefits processes.
