Job Summary

We are seeking a highly skilled Business Analyst to join our team at Sheboygan County, WI. As a Business Analyst, you will play a critical role in analyzing and improving business processes, identifying areas for cost savings, and implementing new procedures to enhance efficiency and productivity.

Key Responsibilities
  • Supervise and coordinate the work of administrative support staff, including interviewing, hiring, and training employees.
  • Analyze and develop procedures and systems to improve business processes and increase efficiency.
  • Lead software development for the department, ensuring functionality and performance, and collaborating with County and State IT personnel as needed.
  • Apply project management expertise to identify, develop, and implement techniques to improve productivity and reduce costs.
  • Collaborate with technical and program staff to understand and improve business processes, and communicate requirements and issues effectively to the technical team.
  • Provide in-depth analysis of information from various enterprise software systems to provide data-driven business insights leading to improved business results.
  • Map current, inefficient departmental processes and re-engineer those processes to provide efficiency and cost-savings while connecting cost benefit to each process step.
  • Work with departments to construct operating procedures for newly re-engineered processes and assist with implementation of new processes.
  • Provide report writing expertise for the departments software systems, consisting of multiple platforms.
  • Create user tutorials and training materials for all hardware and software to provide continued user education on best practices and proper use of software and hardware.
  • Identify and document system integration opportunities between the departments enterprise software systems and third-party systems to eliminate redundant data entry and streamline internal processes.
  • Work with IT and Health and Human Services departments to gather and document business requirements and develop Request for Proposals for potential software systems.
  • Participate in the design, implementation, and management of all new software systems to ensure quality, long-lasting implementations.
Requirements
  • Must hold a minimum of a Bachelor's degree in a related field with documentation of Health and Human Services work experience.
  • Supervisory experience is preferred.
  • Strong analytical and communication skills; must be a team player who excels in juggling multiple projects.
  • Experience working with Excel, Access, Visio, and other software tools for conducting and preparing analysis.
  • Attention to detail and accuracy is critical.
  • Exhibits drive and initiative to learn whatever is necessary to explore new solutions.
  • Self-starter that can work well in a team environment and be able to support development standards.
  • Excellent analytical ability, integrity, initiative, along with strong customer relationship skills.
  • Great verbal, written, and presentation communication skills.
  • Knowledge and understanding of business and government terminology, specifically related to Health and Human Services.
Work Environment and Physical Requirements

This position reports to the Health and Human Services Manager -Operations and is responsible for the supervision of administrative support staff. Frequent contact with co-workers, consumers, State, County, and other authorities, community partners, and members of the public. Provides leadership and direction to administrative support staff. Frequently works with managers, supervisors, and other employees in the Department of Health and Human Services, and with County employees in other departments, particularly Finance and Information Systems. Frequently in contact with representatives of state and other governmental organizations, contract agencies, vendors, and consumers.

Work is performed primarily in a standard office setting but involves travel and performance in a variety of community and regional locations. Ability to lift up to 20 pounds and a combination of sitting and standing postures may be required. Ability to minimally work 8 hours per day and 40 hours per week is required. Must be able to operate and be conversant with office equipment including phone, computer, facsimile, calculator, printer, and photocopier. Expertise with web-based and various software applications, including Word, Excel, PowerPoint, and keyboarding proficiency are essential. Risk of blood-borne pathogen exposure is considered low.
