Job Summary

As a Quality Assurance Specialist with the State of Delaware, you will play a critical role in ensuring the quality of materials used in the construction of State & Federally funded contracts. Your primary responsibility will be to conduct sampling and testing of bituminous concrete (hot-mix), as well as testing of Portland cement concrete, soil, and aggregate, and in-place materials at job sites throughout the state for conformance to construction plans and specifications. Strong mathematical skills are required for this position, as you will be using math daily to perform calculations and analyze data. Additionally, you may be required to lift up to 50 pounds and work in inclement weather. This position requires flexibility and the ability to work overtime as needed.

Key Responsibilities

• Inspect infrastructures to ensure compliance with design plans, materials specifications, safety requirements, construction processes, local, state, and federal codes, and ongoing maintenance requirements; document and report compliance or deficiencies.
• Design, develop, and review engineering project/site layouts, alignments, profiles, studies, graphs, and other related activities.
• Compile and record notes, sketches, test results, inspection data, and other information to document compliance and/or develop designs, specifications, reports, maps, and other geographically based data.
• Conduct various studies to analyze needs, develop plans, record characteristics, and other related activities.
• Conduct data analysis to determine accuracy of data collected, develop recommendations, develop corrective designs, and ensure compliance.
• Test and evaluate the quality of materials or designs to verify adherence to contracts and specifications.
• Obtain survey data, such as angles, elevations, points, and contours, using electronic distance measuring equipment and other surveying instruments.
• Calculate and measure area and volume dimensions, horizontal and vertical geometry, profile, and component specifications, and material testing dimensions using calculators or computers.
• Operate computer-assisted drafting equipment or other tools of the trade.
• Read and interpret plans, specifications, blueprints, and other engineering documents.

Requirements

Applicants must have education, training, and/or experience demonstrating competence in each of the following areas:

Engineering Support - Materials & Research:
• Knowledge of applied mathematical computations, including algebra and geometry.
• Knowledge of construction materials, laboratory testing, or field testing.
• Knowledge of using an automated information system to enter, update, modify, delete, retrieve, inquire, and report on data.
• Knowledge of developing and interpreting analytical and technical documents, such as reports, maps, or geographical representations of data.
• Possession of a valid driver's license (not suspended, revoked, or cancelled, or disqualified from driving).
