Overview
The regulatory affairs project leader oversees the organization’s daily regulatory initiatives, cases, and challenges that affect various jurisdictions.
This role serves as the main regulatory liaison for several internal departments, including customer service, demand-side management, power delivery/reliability, information technology, and other corporate divisions. Externally, this position acts as the primary regulatory contact for various expert witnesses.
Key Responsibilities- Act as the regulatory liaison and project leader for regulatory submissions, presentations, and testimonies related to all customer service functions, reliability and safety operations, corporate divisions, and treasury functions at state regulatory commissions.
- Oversee the daily operations of a significant project across multiple states and guide the technical team in delivering analysis and support to external entities, including regulatory commissions.
- Coordinate and assist the manager of state regulatory affairs with all submissions, presentations, and testimonies.
- Review all related inquiries to ensure consistent, high-quality responses are provided promptly.
- Establish and maintain strong relationships with state commission staff and interveners in regulatory matters to effectively communicate the company’s stance and achieve favorable regulatory results.
- Prepare presentations and periodic reports for stakeholders and external groups such as rating agencies.
- Monitor and track legislative bills that could impact the organization and recommend appropriate positions.
- Maintain connections with business function personnel to ensure comprehensive knowledge of operations and relevant events in each state.
- Serve as a company representative in regulatory proceedings and prepare and respond to data requests as necessary.
- As needed, support document submissions by reviewing, preparing, and filing documents in accordance with various state regulatory commission requirements.
- Bachelor's degree in accounting, finance, mathematics, business, economics, engineering, or a related field; or equivalent combination of education and experience.
- A minimum of seven years of relevant regulatory experience.
- Proven leadership abilities and capacity to collaborate with all organizational levels, including individuals with diverse styles and backgrounds; capable of working independently and as part of a team to meet project timelines, budgets, and commitments; ability to lead and inspire team members.
- Familiarity with applicable company policies and procedures; relevant federal, state, and local laws and regulations.
- Ability to analyze technical data, financial models, and understand regulatory data systems and their interactions with other company data systems.
- Excellent communication and interpersonal skills, including the ability to consult with internal and external clients.
- Strong general and project management skills, including the ability to set objectives, implement policies, monitor resources, and manage the development or execution of systems, programs, or processes.
- Basic understanding of revenue requirements, rate of return, interstate allocations, net power costs, class cost of service, and rate design principles.
- General knowledge of utility rate-making principles, utility economics, as well as utility commission regulations and applicable state and local laws.
- Attendance at regulatory proceedings and travel to function locations is required.
