Position Overview

This role involves comprehensive financial, administrative, and supervisory responsibilities in planning, organizing, coordinating, and executing a wide-ranging community recreation program. This includes managing state-licensed preschool and after-school programs, as well as the operation of various recreational facilities.

Supervisory Structure

The Director operates under the guidance of the Town Manager, adhering to all relevant federal, state, and local regulations. The role requires consultation with the Town Manager on matters that are not clearly defined by existing protocols.

The position demands independent judgment in organizing and coordinating programs, with performance evaluated against established goals. The Director will set both short-term and long-term objectives, develop performance standards, and be accountable for achieving results.

Management Responsibilities

This position supervises a team of 11 full-time staff and oversees the work of over 100 seasonal employees.

Work Environment

Work is conducted in both office settings and outdoor environments, often involving physical activities. The workload may vary seasonally and is influenced by weather conditions. The role requires flexibility in work hours, including evenings and weekends, as well as attendance at various meetings and readiness to respond to emergencies.

The Director will regularly interact with the public and collaborate with town departments, officials, and various community organizations, necessitating strong communication and negotiation skills.

Key Responsibilities

The essential functions of this role include:

  • Managing a comprehensive community recreation program, including planning and conducting activities and events for all age groups.
  • Overseeing the operation of recreational facilities and coordinating maintenance efforts with relevant departments.
  • Managing field scheduling and permitting processes for community groups utilizing town facilities.
  • Recruiting, training, and supervising staff, while developing work schedules and performance evaluations.
  • Preparing and managing budgets, including estimating costs and calculating program fees.
  • Consulting with other departments to ensure safety and maintenance of facilities.
  • Monitoring and evaluating ongoing programs to assess staffing adequacy and develop long-term plans for program and facility management.
  • Providing oversight for state-licensed preschool and after-school programs.
  • Engaging with community groups and serving as a liaison for the Park and Recreation Commission.

Qualifications

A Bachelor's Degree in park and recreation management, leisure studies, physical education, or a related field is required, along with five years of experience in recreational management, preferably in a municipal context. A Master's Degree is preferred.

Certifications

Certification in CPR and First Aid is mandatory.

Skills and Knowledge

The ideal candidate will possess:

  • In-depth knowledge of community recreation management principles and program evaluation.
  • Strong interpersonal skills to interact effectively with staff and the public.
  • Excellent communication abilities, both written and verbal.
  • Proficiency in planning, organization, and customer service.
  • Budget management skills and familiarity with recreational software.

Physical Requirements

Minimal physical effort is typically required, although moderate physical activity may be necessary for lifting equipment and supplies. Vision requirements include the ability to read documents and operate a vehicle.
