Position Overview

The primary role of the Preconstruction Project Manager is to mitigate risks for the organization during the preconstruction phase by providing guidance and leadership to preconstruction teams. This position may involve multiple projects or focus on a single large-scale project as needed.

In addition to ensuring the technical success and execution of assigned projects, the Preconstruction Project Manager is responsible for fostering relationships with team members. They oversee the quality and punctuality of all estimating deliverables.

Key Responsibilities

  • Perform both basic and advanced estimating tasks as required to manage departmental workflow. Oversee the development and execution of project scope management plans to ensure successful project completion.
  • Exhibit business acumen and expertise in budgeting and cost control processes to ensure projects are procured and managed profitably.
  • Demonstrate proficiency in risk management planning, including identification, analysis, response planning, and monitoring, while facilitating project risk reviews with senior management.
  • Ensure compliance with owner contracts and maintain a thorough understanding of project quality management, communication, safety, and environmental plans.
  • Guarantee professionalism, consistency, and branding in all deliverables for assigned projects.
  • Manage client and internal partner expectations regarding workflow and apply time management processes to ensure timely project completion.
  • May act as the Design Manager during project pursuits and the design phase for Alternative Delivery Method projects.
  • Establish 'Conditions of Success' for negotiated projects during the preconstruction phase.
  • Conduct detailed reviews of all estimates to ensure alignment with historical costs and market conditions.
  • Provide oversight and actively participate in the development of key deliverables, including preconstruction labor estimates, cost models, GMP proposals, and project logistics.
  • Take ownership of assigned projects and ensure accountability among team members through effective planning and resource management.
  • Utilize Critical Path Method scheduling techniques to guide the design phase of Alternative Delivery Method projects and manage design phases on design-build projects.
  • Collaborate with project leadership to develop staffing plans for assigned projects.

Minimum Qualifications

  • Bachelor's degree in engineering or equivalent combination of technical training and experience.
  • Project experience in key market sectors relevant to the business unit is preferred.
  • Proficiency in P6 and Critical Path Scheduling.
  • Experience with Enterprise Project Management Systems and industry-standard estimating software.
  • Strong skills in Microsoft Office Suite.
  • Proven track record of executing projects as the primary contact with minimal oversight.

  • Ability to wear personal protective equipment as required.
  • Frequent reaching, stooping, kneeling, and bending.
  • Limited use of electronic devices for communication.
  • Compliance with safety standards and procedures.
  • Occasional climbing of stairs or ladders.
  • Frequent use of hands for various tasks.
  • Regular interaction with colleagues and stakeholders.
