Residential Care Facility Manager

POSITION SUMMARY:
The Residential Care Facility Manager is tasked with overseeing all aspects of program services and operational functions. Key responsibilities include managing personnel, developing policies and procedures, enhancing program offerings, overseeing financial management, and ensuring high-quality consumer services.
REQUIREMENTS:
- A Bachelor's degree coupled with a minimum of two years of management experience and at least two years of direct care experience in developmental disabilities or dual diagnosis. Relevant experience may be considered in lieu of formal education on a year-for-year basis.
- Proven administrative expertise in fiscal management, personnel oversight, and operational processes essential for the effective supervision of specialized residential care facilities. Strong leadership skills demonstrated through exemplary role modeling are necessary.
- A valid driver's license and the ability to maintain insurance coverage throughout employment. Travel may be required using either the Agency vehicle or personal vehicle.
- Exceptional interpersonal skills to effectively interact with a diverse range of internal and external personnel.
- Capability to obtain and sustain certifications in CPR, First Aid, PMT, and DDS State Medication Administration.
- Physical ability to lift up to 75 pounds, assist with transfers, and intervene physically with individuals as necessary.
ACCOUNTABILITY:
The Residential Care Facility Manager reports directly to the Program Coordinator or an appointed representative.
KEY RESPONSIBILITIES:
- Fill vacant shifts when necessary and participate in bi-weekly on-call coverage with the Assistant Manager.
- Conduct performance evaluations for staff and supervise residential personnel in alignment with organizational policies, union agreements, and applicable regulations.
- Collaborate with the Human Resources Administrator to hire staff, ensuring accurate personnel records and conducting interviews with recommendations.
- Work alongside the supervisor and Behaviorist to maintain appropriate staffing levels and ensure staff training attendance.
- Oversee all financial matters related to the house and consumers, adhering to organizational policies and regulatory requirements.
- Ensure timely and accurate documentation of emergency procedures and maintenance activities, reporting to the Program Coordinator monthly.
- Facilitate monthly staff meetings, gathering input from team members and ensuring accurate minutes are recorded and reviewed.
- Collaborate with the supervisor and support team to complete the home's Plan of Correction promptly.
- Work closely with the Program Coordinator and Clinical team to prepare for licensing and quality service reviews, ensuring documentation is accurate and timely.
- Promote positive relationships among staff, external agencies, and internal personnel.
- Foster a supportive environment that emphasizes active treatment, respect, and dignity for all consumers.
- Report incidents in accordance with established policies and state regulations, ensuring proper completion of incident reports and follow-up actions.
- Oversee the implementation of programmatic initiatives through direct observation.
- Participate as a member of the interdisciplinary team, attending all relevant meetings.
- Ensure timely completion of necessary reports and assessments for individual plans and team reviews.
- Coordinate consumer-specific training with clinical staff, ensuring attendance and addressing any corrective actions needed.
- Collaborate with clinical personnel to meet the habilitative needs of individuals.
- Conduct regular audits of consumer program books, case files, and medical records to ensure all necessary information is present and actions have been taken.
- Review and approve staff assignments and consumer documentation promptly and accurately.
- Engage in planning to address the needs of consumers and the home, executing those plans effectively.
- Act as an advocate and role model for consumers, treating individuals with respect and dignity.
- Administer medications according to each consumer's schedule and in compliance with agency policies and guidelines.
- Assist in supervising and safely transporting consumers to various community activities and appointments.
- Understand and implement emergency procedures for various situations affecting residents.
- Maintain the safety, appearance, and cleanliness of the home, conducting inspections and addressing maintenance issues as needed.
- Exhibit professionalism in interactions with colleagues, management, and external agencies.
- Ensure knowledge of individuals' locations at all times and adherence to agency policies governing operations, including medication administration and emergency procedures.
- Promptly alert appropriate personnel regarding any issues or unusual occurrences, completing incident reports as necessary.
- Adhere to all policies, procedures, and legal commitments to consumers as mandated by relevant state and federal agencies, monitoring compliance.
- Assist families and guardians in understanding and implementing person-centered planning principles in relation to consumers.
- Report and respond to any violations of individuals' rights to the Executive Director or designated representative, conducting investigations as required.
- Engage in professional development opportunities and provide training for agency personnel as needed, including orienting and training new staff.
- Maintain a thorough understanding of agency policies and procedures.
- Perform additional duties as assigned by the Program Coordinator or upper management.
PERFORMANCE EVALUATIONS:
The Residential Care Facility Manager will undergo evaluations by the Program Coordinator at three-month, six-month, and annual intervals.
