Project Controls Engineer III Job Description

North Wind Group is seeking a highly skilled Project Controls Engineer III to join our team. As a Project Controls Engineer III, you will assist project managers and manage project schedules and costs to provide a forward-looking analysis. You will develop, maintain, monitor, and execute complex project performance baselines, prepare project estimates, and identify impacts and assist with the development of recovery plan activities.

Key Responsibilities:
  • Build cost and schedule performance baselines to include well-defined scope, assumptions, deliverables, Work Breakdown Structure, and integrated critical path schedule that is resource-loaded.
  • Assist project managers with determining activity sequencing and durations, and assist with identifying milestones to support the project schedule and develop a total project plan.
  • Establish Earned Value Management System (EVMS) performance standards, controls, and reporting based on the defined project planning strategy.
  • Perform schedule monitoring, including identifying critical activities and updating functions for specific applications, disciplines, or specialties.
  • Assist in the development of requirements for updating and schedule monitoring and their implementation.
  • Prepare schedule, staffing, and quantity progress and performance reports for assigned projects.
  • Manage assigned projects and maintain cost and schedule data, projections, reports, and other activities during project performance.
  • Support project managers in managing procurement actions (accruals, invoicing, and costing).
  • Perform a forward-looking analysis on the project, develop accurate Estimate at Completion for detailed project completion costs, and perform monthly project fee analyses using several techniques.
  • Seek continuous improvement and enhancements of current project management methodologies.
  • Identify cost trends for management attention and ensure works are complete as scheduled.
  • Track and review change orders and ensure these change orders are analyzed and factored in the EAC/fee profit analyst.
  • Formulate effective communications and reporting requirements that define the current status of a project in relation to the project performance baseline and reasons for deviation, and assist with implementing corrective actions.
Requirements:
  • Bachelor's degree in management, finance, or a related area of discipline.
  • 0-2 years in demonstrated project control experience on engineering, environmental, and construction projects, including the preparation of cost estimates to completion utilizing bottoms-up ETC analysis and forecasting utilizing other PMI-approved methods.
Preferred Qualifications:
  • EcoSys experience.
  • Financial background.
Work Environment:

This position is a sedentary role. While performing the duties of this job, the employee will be sitting for long periods of time, but will also be required to stand, walk, and talk or hear. The employee is often required to use hands or fingers to handle, feel, type, and reach with hands and arms. The employee must occasionally lift and/or move up to 15 pounds.

Work is typically performed indoors in an office environment with low to moderate noise levels.
