Position Overview
As an Information Technology Specialist at Sacred Heart University, you will play a pivotal role in enhancing our technological infrastructure. This position is essential for ensuring the seamless operation of our information systems and providing robust support to our academic and administrative functions.

Key Responsibilities
1. **System Design and Development**: You will be responsible for designing modifications to internal program structures, determining detailed sequences of steps, and developing program logic to meet organizational needs.
2. **Collaboration with Analysts**: Work closely with functional analysts and senior application software specialists to identify system change requirements, ensuring the development of new functionalities within assigned application systems and maintaining current production applications.
3. **Testing and Quality Assurance**: Prepare test data and assist in conducting functional testing of programs to verify accuracy and operational capability.
4. **Documentation**: Develop flowcharts, tables, and narrative descriptions to implement necessary changes, as well as maintain technical specifications and monitor development processes.
5. **Instructional Materials**: Write and maintain IT instructions, program maintenance manuals, runtime instructions, and other relevant documentation.

Conditions of Employment
Applicants must be U.S. Citizens or Nationals and may be required to register for Selective Service if applicable. This position may require access to sensitive information, necessitating a favorable suitability review and security clearance.

Qualifications
To qualify for this position, candidates must demonstrate IT-related experience that reflects the following competencies:
1. **Attention to Detail**: Experience in reviewing IT-related work to ensure accuracy and compliance with established standards.
2. **Customer Service**: Ability to provide information about available IT products and services to customers, addressing their technology needs effectively.
3. **Oral Communication**: Experience in communicating the status of IT systems and projects to both technical and non-technical audiences.
4. **Problem Solving**: Skill in identifying and selecting solutions to routine IT-related issues by utilizing standard resources.

Additionally, one year of specialized experience equivalent to the GS-09 level in the federal service is required. This includes designing, developing, implementing, and modifying software and automated systems, conducting systems requirement reviews, and writing technical documentation.

Education
A qualifying Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education in relevant fields such as computer science, engineering, or information systems management is preferred. A combination of education and experience is not applicable for this position.
