Consultancy Summary:
Since its inception in 1997, Winrock International has successfully executed 14 initiatives across 14 nations under the auspices of the United States Department of Agriculture's Food for Progress (FFPr) program. The Agriculture, Resilience, and Water team at Winrock currently oversees three FFPr projects, collectively funded with over $40 million. These initiatives aim to achieve two primary outcomes: enhancing productivity and broadening trade in agricultural goods. Funding for FFPr projects is sourced through the procurement of agricultural commodities in the United States, which are then allocated to the implementing partner for sale, facilitating the financing of development programs.
Winrock anticipates the continuation of new FFPr awards in the coming years and is dedicated to creating standard operating procedures for the utilization of Commodity Credit Corporation (CCC) funds, along with orientation materials for staff unfamiliar with Food for Progress programs.
Key Responsibilities:
- Assess USDA compliance requirements concerning the use of CCC and monetization funds by project management teams.
- Craft a comprehensive manual for program teams, offering guidance on budgeting, utilization, monitoring, and adherence to USDA requirements related to CCC and monetization funds. This guidance should encompass recommendations for proposal teams (pre-award) regarding budget proposals and narratives that ensure compliance during implementation, as well as post-award support for effective execution and close-out procedures. The manual should also enhance the existing Winrock monetization manual and provide insights for contracting and reviewing post-monetization assessments. Additionally, it should outline the reporting requirements in FAIS.
- Formulate a standard operating procedure (SoP) for the application of CCC funds, utilizing Winrock's SOP template.
- Design an orientation PowerPoint presentation and a corresponding training video to introduce new staff to USDA Food for Progress programming, highlighting the distinctions between USAID and other international donors with which staff may be familiar. This will specifically cover the monetization process, the application of CCC and monetization funds, activity budgeting, and FAIS reporting.
- To develop the requested materials and ensure compliance with USDA regulations, the consultant will review USDA regulations and supplement this review by conducting interviews with Winrock program management and financial staff, current USDA project team members, and USDA Food for Progress personnel to identify needs, challenges, and guidance priorities.
