Position Overview

This role encompasses comprehensive responsibilities within the accounting domain, including the establishment and upkeep of Federal and City accounts, budget formulation and evaluation, as well as the closure of fiscal month and year-end financial records alongside internal auditing tasks.


Work Environment:
This position is strictly on-site.

Salary Range:
Anticipated starting salary range: $69,771.68 annually, contingent upon qualifications.

Key Responsibilities


1. Execute and/or lead various accounting functions, collaborating closely with the accounting manager or supervisor to strategize, organize, delegate, and oversee assigned accounting operations.

2. Serve as a financial consultant to management, staff, and clients, offering general information and guidance on financial matters.

3. Coordinate, scrutinize, and oversee all budgets submitted by designated departments, aiding in the development of associated financial and business strategies.

4. Provide technical support and financial oversight to sub-recipient organizations to ensure compliance with grant stipulations.

5. Conduct audits and evaluations of accounting records and statements, including budget-to-actual analyses, account balance reasonableness, and financial projection preparations.

6. Generate financial statements, reports, and notes to financial statements on a monthly, quarterly, and annual basis, including the compilation of the City's comprehensive annual financial report (CAFR).

7. Supply financial data to State Auditors upon request.

8. Oversee the accounting and financial reporting of revenues, expenditures, and capital assets related to grant funds, along with the billing and reimbursement request processes.

9. Recommend and assist in the creation of new accounting systems and methodologies.

10. Review internal controls and accounting practices related to purchasing, inventory, billing, payroll, and accounts receivable.

11. Reconcile credit card bank accounts and review monthly banking activities.

12. Establish, update, and periodically report on cash forecasting.

13. Maintain logs of confidential funds, ensuring proper segregation and accountability.

14. Suggest modifications in accounting practices to align with City ordinances and legal requirements.

15. Develop and maintain Federal and City accounts.

16. Act as a team leader to supervise, assign, and monitor the work of Accountant I and Account Clerk staff, providing feedback and guidance.

17. Train staff on the accounting system and procedures, reviewing their work and offering additional support as necessary.

18. Provide technical assistance for non-grant funded activities, including report preparation and invoice processing.

19. Undertake special accounting projects and financial analyses as needed.

20. Analyze requests for bond issues and expenditure requests.

Required Qualifications
Minimum Education:
Bachelor's Degree in Accounting, Business Administration, Finance, or a closely related field.

Minimum Experience:

Two years of professional accounting experience, which includes preparing financial statements and reports, developing and monitoring budgets, and overseeing grant expenditures and reimbursements.


Equivalency:
An equivalent combination of education and relevant experience in a similar setting may be considered.

Licenses / Certifications:
None required.

Selection Process
