The Strategic Space Systems Division (SSSD) stands as a premier provider of satellite and payload capabilities, along with directed energy and electronic solutions for national security, military, and civilian clients. SSSD has an opening for a Principal Program Cost Control Analyst to become part of our team of qualified, diverse professionals within the Special Technology Programs (STP) Business Unit (BU).

The Principal Program Cost Control Analyst will report to the Resiliency, Technology, & Products (RT&P) Operating Unit (OU) Business Manager and will be tasked with supporting Northrop Grumman Corporation's Strategic Space Systems programs in alignment with Earned Value Management System (EVMS) standards and program execution.

This position requires the candidate to hold an active Department of Defense (DoD) Top Secret (TS) Clearance and Sensitive Compartmented Information (SCI) access through a Single Scope Background Investigation (SSBI), with Poly at the time of application.

This role is contingent upon a program expected to be awarded in the near future.

Key Responsibilities:

  • Establish and maintain a cost control system, monitoring and managing costs and schedules on contracts requiring a validated cost schedule control system.
  • Ensure compliance with Earned Value Management System (EVMS) standards, including cost/schedule integration.
  • Conduct analyses and prepare reports to confirm that contracts remain within negotiated parameters and government cost control guidelines.
  • Develop and maintain spend plans; create and review Estimates at Complete (EACs); incorporate changes into the EVMS system to uphold cost and schedule baselines.
  • Support Control Account Managers (CAMs) with EVMS activities, including Work Breakdown Structure (WBS) development and alignment, task time-phasing, earned value methodology documentation, performance measurement, estimate to complete analysis, and variance analysis research and reporting.
  • Generate financial charts to support program management and reviews; identify cost impacts and devise recovery plans as necessary.
  • Oversee actuals reconciliation, budget change requests, and ensure accurate accounting.
  • Integrate contractual changes into control systems by monitoring outstanding work against each contract to maintain realistic cost and schedule baselines.

Basic Qualifications:

  • Active DoD TS clearance and SCI Access with Poly upon application.
  • Bachelor's Degree with 5 years of experience in Business Administration, Finance, or Accounting, including Program Cost Control and Planning, or a Master's Degree with 3 years of relevant experience.
  • Proficient in EVMS.
  • Skilled in Microsoft Office Suite; Excel, Word, PowerPoint.

Preferred Qualifications:

  • Master's Degree.
  • Experience with Earned Value Management Systems (EVMS).
  • Familiarity with financial control concepts and principles to address business challenges.
  • Proficiency in project management software such as Micro-Frame Program Manager (MPM), COBRA, wInsight, SAP Management Project System Modules, and Business Warehouse (BW).
  • Experience with financial reporting beyond EVMS.

Salary Range: $88,700 - $133,100. The above salary range serves as a general guideline; however, Northrop Grumman considers various factors when determining base salary offers, including the scope and responsibilities of the position and the candidate's experience, education, skills, and current market conditions.

Employees may qualify for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions and allow employees to share in company results. Employees in Vice President or Director roles may be eligible for Long Term Incentives.
