Job Title: Identity, Credential, and Access Management (ICAM) Senior SME

We are seeking an experienced Identity, Credential, and Access Management (ICAM) Senior SME to join our team at General Dynamics Information Technology (GDIT). As an ICAM Senior SME, you will play a critical role in supporting Army networks and designing, implementing, and managing ICAM-enabling technology.

Key Responsibilities:
  • Conduct evaluations of existing ICAM technical approaches.
  • Work with Development and Operations teams to provide input into standards-based ICAM development, implementation, and operations.
  • Evaluate and establish ICAM program governance and stakeholder engagement mechanisms.
  • Lead and facilitate meetings to drive ICAM standard compliance for new and existing systems.
  • Provide an authoritative voice on ICAM standards, policies, and technical implementations.
  • Draft effective strategies to realize target states - with a focus on compliance and sound ICAM architectures.
  • Author Knowledge Based Articles (KBAs) to relay technical concepts.
  • Perform risk management activities, to include providing mitigation strategies.
  • Demonstrate a strong problem-solving mindset with the ability to perform stakeholder analysis for complex programs.
  • Work independently, especially at project startup defining goals and metrics, and working with diverse stakeholders to enhance program value.
  • Provide technical leadership and mentorship to junior team members.
  • Review the completion and implementation of system additions and/or enhancements, and make recommendations for refinement and improvement.
  • Troubleshoot interface and interoperability problems.
  • Participate in on-call rotation and escalation support as needed.
Requirements:
  • MA/MS +10 -OR- BA/BS in Information Technology, Cybersecurity, Data Science, Information Systems, or Computer Science +12 years of experience managing organizations similar in size, scope, and complexity.
  • Active SECRET clearance.
  • Expertise in complex information systems and architectures that encompass multiple disparate databases, networks, and communication subsystems.
  • Must meet DoD 8140 DCWF 451 requirements (M0923W1 or A-or A-(SNOOP) or A-or A-or A-or A-or A-(P/L) or A-or A-(P/L) or A-(P/L) or FITSP-O or GFACT or CASP+ or CCNP Security or CCSP).
  • Microsoft Certified: Windows Server Hybrid Administrator - Associate, Microsoft Azure Solutions Architect - Expert.
  • An IAT II certification (CCNA-Security, CND, CySA+, GICSP, GSEC, Security+ CE, or SSCP) is required.
  • Experience with identity policies, guidance, and technical implementations.
  • Experience with Microsoft Windows Server Active Directory design and implementation.
  • Experience with Group Policy Management.
  • Experience with working directly on large-scale ICAM implementations.
  • Experience with using agile methods and scrum process.
  • Demonstrated ability to understand complex technical issues at a high-level and communicate them to non-technical stakeholders.
  • Excellent diagnostic, critical thinking, and analytical skills.
  • Ability to understand business challenges and identify and recommend appropriate strategies and technical solutions.
Preferred Skills:
  • First-hand knowledge of the mission and operational requirements of the U.S. Army.
  • A demonstrated understanding of U.S. Army IT operational and technical requirements, and an advanced understanding of U.S. Army IT applications and network systems.
  • Experience with containerization technologies (e.g., Docker, Kubernetes).
  • Knowledge of DevOps practices and tools for continuous integration and deployment.
