The Loss Control Specialist will spearhead the Measurement & Loss Control (LC) initiative for the Phillips 66 Ponca City Refinery. This position may be located on-site or in a remote capacity. The specialist will collaborate closely with Refining/Terminal personnel, Finance, and the Global Measurement & Loss Control team to mitigate losses at the facility. This role is responsible for providing data collection solutions and LC performance tools that detect and rectify measurement and reporting discrepancies, as well as quantify quality downgrades in the receipt and delivery of Marine Vessels, Terminals, Refinery, and Pipeline systems utilized by Phillips 66 and its clientele. The specialist will formulate suitable performance metrics, promote improvement opportunities, and enhance value for Phillips 66. Building strong relationships with key internal stakeholders and external suppliers/inspection contractors is essential to support Commercial supply and trading activities at the site.

Key Responsibilities:
  • Supervise all custody transfer measurements for marine, pipeline, truck, rail, storage tanks, and caverns to ensure precise volumes and to avert/minimize cargo losses and product quality degradation.
  • Participate in custody transfers as necessary, ensuring a Phillips 66 LC representative is present when a supplier or customer LC contractor/witness is involved.
  • Oversee the performance of Independent Inspection Companies (IIC) at the refinery and associated terminals, adhering to Phillips 66 procedures and relevant API standards.
  • Establish controls and implement processes to validate and monitor measurement equipment used for custody and inter-company transfers, including auditing designs and witnessing calibrations of meter provers, in-line samplers, and other measurement systems.
  • Provide management with periodic LC performance metrics, highlighting accomplishments, prevention strategies, and value-add capture.
  • Assist in minimizing demurrage costs, identifying scheduling and process improvement opportunities, and collaborating with safety personnel to evaluate IIC performance.
  • Contribute to the Global LC Team, developing policies and best practices for the LC program in conjunction with the loss control center of excellence.
  • Implement and monitor measurement controls and files on custody equipment, ensuring compliance with Federal Trade Zone (FTZ) requirements if applicable.
  • Reconcile cargo quantities and address discrepancies with purchasers, suppliers, and Phillips 66 Commercial as needed, ensuring proper financial reporting and audit compliance.
  • Stay updated on API MPMS/ASTM International/GPA Midstream/NIST/AOCS standards and techniques through continuous learning and participation in industry events.
  • Act as a subject matter expert for new custody transfer improvement projects at the refinery and associated facilities.
  • Maintain collaborative relationships across Phillips 66's Commercial, Finance, Refining, and Midstream sectors to minimize losses and enhance company value.
Required Qualifications:
  • Legally authorized to work in the job posting country.
  • High School Diploma or GED equivalent.
  • 5 or more years of experience in Liquid Hydrocarbon Measurements.
  • Familiarity with Lease/Pipeline/Terminal/Refinery/Marine loss control support.
  • Understanding of technical loss control support, independent inspection procedures, and downstream commercial operations.
  • Physically capable of conducting field audits and witnessing marine custody transfers.
Preferred Qualifications:
  • Bachelor's degree in Business, Engineering, Supply Chain Management, or a related field.
  • 5 or more years in refinery or pipeline/terminal operations.
  • Ability to manage conflict and facilitate resolution.
  • Adaptability to changing work environments and a commitment to continuous improvement.
  • Strong organizational skills with the ability to manage multiple priorities.
  • Basic understanding of petroleum market fundamentals and contract terms.
  • Knowledge of downstream operations, supply chains, and value drivers.
  • Ability to analyze data and recommend actions to stakeholders.
  • High degree of personal drive and dedication to achieving team goals.
  • Strong negotiation skills and effective communication abilities.
  • Proficiency in word processing, spreadsheets, and collaboration tools.
  • Experience with custody transfer operations and procedures.
  • Participation in standards development organizations.
