This role necessitates a background in municipal administration, including collaboration with senior leadership as required. The Municipal Operations Analyst should possess strong analytical abilities, diplomatic skills, and the capacity to operate independently.
Key Responsibilities:
Conduct a diverse range of professional research, administrative, and analytical tasks in support of designated functions, operations, departments, and/or divisions. This includes involvement in various administrative processes and activities within the assigned area, such as special projects, research initiatives, budget assessments, and other specialized tasks.
Oversee and coordinate designated functions or projects; engage in the formulation and execution of objectives, goals, and priorities for assigned functions or programs; propose and implement relevant policies and procedures; develop and revise policy and procedural manuals and guidelines.
Assist in addressing operational and administrative challenges; identify issues and perform research to discover alternative solutions; contribute to the formulation and execution of recommendations.
Coordinate, implement, and supervise special projects within the designated area of responsibility; perform intricate research and analysis of new programs, services, policies, and procedures; prepare and deliver reports.
Plan, coordinate, and assess activities related to assigned contracts; participate in the research and evaluation of proposed contractual obligations and agreements; assist in contract negotiations and administration; monitor adherence to applicable contractual agreements.
Evaluate federal, state, and local legislative proposals for their impact on assigned operations.
Provide assistance to higher-level management personnel; participate in and offer support to various committees, boards, and commissions; prepare and present staff reports and other necessary correspondence.
Facilitate coordination of interdepartmental and departmental activities with other municipal departments and divisions, as well as with external agencies.
Engage in professional group meetings; remain informed about new developments within the assigned area of responsibility; maintain awareness of federal, state, and local regulations.
Address and resolve complex and sensitive citizen complaints and inquiries.
Perform related duties as necessary.
Minimum Qualifications:
A Bachelor's Degree is required; a Master's degree is preferred; three (3) to five (5) years of progressively responsible experience in local government and project management or an equivalent combination of education and experience.
Knowledge, Skills, and Abilities:
Familiarity with the organization and operation of municipal government.
Understanding of program development principles and practices.
Proficiency in data collection methods, research techniques, and report preparation.
Skills in statistical and financial analysis methods.
Knowledge of budget preparation and administration principles and practices.
Proficiency in office procedures, methods, and equipment, including computers and relevant software applications.
Understanding of grant development and administration principles and practices.
Awareness of public sector employee relations theory, practice, and issues.
Knowledge of customer service principles and practices.
Proficiency in business letter writing principles.
Ability to:
Execute a full range of responsible analytical and administrative tasks in support of assigned programs, functions, and/or departments, utilizing independent judgment and personal initiative.
Research and analyze issues and prepare recommendations on various topics.
Comprehend the organization and operation of the assigned department and external agencies as necessary to fulfill assigned responsibilities.
Interpret and apply relevant federal, state, and local laws, codes, and regulations, as well as municipal policies and procedures.
Participate in various organizational studies and analyses.
Research, analyze, and evaluate programs, policies, and procedures.
Collect, assess, and interpret complex information and data.
Maintain accurate and comprehensive records on programs and operations.
Independently draft correspondence and memorandums.
Operate office equipment, including computers and supporting applications.
Adapt to evolving technologies and learn the functionality of new equipment and systems.
Organize and prioritize workflow effectively.
Demonstrate an understanding and appreciation of the cultural diversity within the community.
Communicate clearly and concisely, both verbally and in writing.
Establish and maintain effective working relationships with individuals encountered during the course of work.
Supervisory Controls:
Work is conducted under the direct supervision of the Senior Management Analyst.
Guidelines:
Guidelines include municipal and departmental policies and procedures, as well as applicable ordinances.
Complexity:
The work involves a variety of highly administrative and technical responsibilities.
Scope and Effect:
The purpose of this position is to effectively and efficiently assist in managing the operations of the municipality.
Physical Demands:
The work is typically performed while seated at a desk in an office environment, with a moderate noise level.
Work Environment:
The work is generally performed in an office setting, characterized by both formal and informal interactions, teamwork, and variable tasks, pace, and pressure.
