Position Overview

Role Responsibilities:

Under the general supervision of the designated manager, the incumbent will execute professional accounting functions related to the maintenance and assessment of financial records and transactions. This includes conducting internal audits of financial documents, systems, and processes. The role also involves providing support to supervisors and department heads, as well as assisting the public with inquiries regarding financial and accounting operations associated with departmental programs, services, or grant-related activities. Monthly reconciliations for the City's pension plans will also be a key responsibility. This position does not entail supervisory duties.

Emergency Responsibilities:
Essential Employees may be required to work during emergencies, which could involve extended hours on short notice. Non-Essential Employees will not be required to work during such times, with the determination made by the employee's Department Head.

Key Duties
  • Monitor and analyze financial transactions related to fund management, investments, expenditures, bank reconciliations, accounts receivable/payable, payroll, and similar operations.
  • Prepare journal entries for interdepartmental transfers, daily wire transfers, and monthly recurring accounts.
  • Review and reconcile monthly bank statements with the general ledger, identifying discrepancies and recording interest earnings.
  • Conduct financial and accounting tasks for the reconciliation and reporting of assigned program areas, such as grants, debt, and fixed assets.
  • Maintain both automated and manual files for assigned program areas, including databases, spreadsheets, correspondence, regulatory references, and financial records.
  • Verify procurement card usage reports against monthly statements, reconcile discrepancies, and prepare reports and journal entries for departmental expenditures.
  • Compile year-end schedules and supporting documentation for annual audits conducted by external auditors.
  • Prepare financial statements in accordance with Generally Accepted Accounting Principles for the Annual Comprehensive Financial Report.
  • Coordinate the distribution of the Annual Comprehensive Financial Reports.
  • Travel as required for meetings and conferences.
  • Regular and reliable attendance is essential, with a physical presence required at the workplace.

Knowledge, Skills, and Abilities
  • Proficient in word processing, spreadsheet, database, and accounting software.
  • Strong problem-solving skills with the ability to work independently.
  • Effective communication skills, both verbal and written.
  • Ability to establish and maintain productive working relationships.
  • Competence in operating necessary office equipment, including personal computers and calculators.
Minimum Qualifications
  • Bachelor's degree in Accounting, Finance, or Business Administration from an accredited institution. Relevant experience may substitute for the degree.
  • Two years of experience in finance, accounting, or related fields.
  • Possession of a valid Florida Driver's License with an acceptable driving record.
Preferred Qualifications
  • CGFO (Certified Government Finance Officer) or CPFO (Certified Public Finance Officer) certification preferred.

This role typically requires the following physical activities:
  • Balancing, climbing, reaching, repetitive motion, speaking, standing, stooping, talking, crouching, feeling, fingering, grasping, handling, hearing, and visual acuity.
Work is primarily sedentary, requiring exertion of up to 10 pounds of force occasionally.
