Position Overview

FLSA Status: Exempt Safety Sensitive: No Level II Screening: No

Under the general supervision of the designated manager, the incumbent is responsible for executing professional accounting functions, including the upkeep and examination of financial records and transactions. The role involves conducting internal audits of financial documents, systems, and protocols. The incumbent will provide support to supervisors and department heads, as well as assist the public with inquiries related to financial and accounting operations associated with departmental programs and services. This position does not entail supervisory duties.

Emergency Responsibilities:
Essential Employees may be required to work during declared emergencies, which could necessitate extended hours on short notice. Non-Essential Employees will not be required to work during such emergencies, with attendance determined by the department head.

Key Responsibilities
  • Oversee and assess financial transactions related to fund management, investments, expenditures, bank reconciliations, accounts receivable/payable, payroll, and similar operations.
  • Prepare journal entries for interdepartmental transfers, daily wire transactions, and monthly recurring accounts.
  • Review and reconcile monthly bank statements with the general ledger, identifying discrepancies and recording interest earnings.
  • Execute financial and accounting tasks for the reconciliation and reporting of designated program areas, including grants, debt, and fixed assets.
  • Maintain both automated and manual records for assigned program areas, including databases, spreadsheets, correspondence, regulatory references, and financial documents.
  • Verify procurement card usage reports against monthly statements, reconcile discrepancies, and prepare reports along with journal entries to document departmental expenditures.
  • Compile year-end schedules and supporting documentation for the annual audit conducted by external auditors.
  • Prepare financial statements in compliance with Generally Accepted Accounting Principles for the Annual Comprehensive Financial Report.
  • Coordinate the distribution of the Annual Comprehensive Financial Reports.
  • Travel as necessary to attend meetings at various facilities and conferences.
  • Regular and reliable attendance is required, with the expectation of physical presence at the workplace.
  • Perform additional duties as assigned.
Knowledge, Skills, and Abilities
  • Proficient in word processing, spreadsheet, database, and accounting software.
  • Strong problem-solving abilities and capacity to work independently.
  • Effective communication skills, both verbal and written.
  • Able to establish and maintain productive working relationships.
  • Competent in operating standard office equipment, including personal computers, calculators, printers, copiers, and fax machines.
Minimum Qualifications
  • Bachelor's degree in Accounting, Finance, or Business Administration from an accredited institution. Relevant experience or training may substitute for the degree.
  • Two years of experience in finance, accounting, or a related field.
  • Possession of a valid Florida Driver's License with an acceptable driving record.
Preferred Qualifications
  • CGFO (Certified Government Finance Officer) or CPFO (Certified Public Finance Officer) certification is preferred.
