Job Summary

The Chief Information Officer is a key leadership position at Eastern Connecticut State University, responsible for providing strategic direction and oversight for all aspects of information technology. Key Responsibilities
  • Provide leadership and vision for the development and use of information technology in instruction and institutional support.
  • Collaborate with the Provost and Vice Presidents to identify opportunities for innovation, optimization, and efficiencies across all major divisions.
  • Assume responsibility for budget, personnel, strategic planning, and policy development as they relate to information technology.
  • Manage the centralized aspects of information technology to ensure effective and efficient applications of technology that meet the needs of academic and administrative interests.
  • Guide the University's investment in technology, including the preparation and implementation of technology-related grants and comprehensive annual and long-term budget and resource planning.
  • Oversee academic and administrative computing, media center, data center, telecommunications, data and voice networking, user support services, and technical aspects of on-ground and online education.
  • Work with faculty to identify opportunities for curriculum development and the application of IT techniques in the delivery of classroom instruction.
  • Provide leadership in proposing and evaluating applications of existing or innovative technology to enhance academic and administrative activities and maintain a state-of-the-art operation of all university-related technology.
  • Recommend ideas, policies, and procedures to keep current with evolving technology and anticipate future technological needs.
  • Work with IT services to analyze data security and risk assessment to secure the IT infrastructure.
  • Provide leadership and guidance for access, training, and support of all ITS-related activities throughout the University.
  • Assume a major role in the selection, training, supervision, and evaluation of ITS staff, including the development and implementation of training and career development.
  • Serve as liaison to the CSU System Office, other CSU university campuses, and the local community in all aspects of information technology and assist in the coordination of campus initiatives using information technology.
Qualifications

A bachelor's degree in an appropriate information technology field is required, and a master's degree is preferred. A minimum of six years of progressively responsible professional experience in the management of information technology, preferably in a higher education environment, is required. The candidate must demonstrate a thorough understanding and knowledge of appropriate IT hardware, software, complex IT infrastructure, and systems multimedia systems and applications, prioritizing network security and reliability. An understanding of how learning management systems, customer relationship management systems, and enterprise resource planning systems function and interact with one another is essential. Evidence of success in working collaboratively with other administrators in developing external sources of support, excellent interpersonal communication and collaborative skills, and a demonstrated ability to build team support are also required. Familiarity with current and future applications in instructional technology, including distance online learning and other areas within the University, is also essential. A commitment to quality and client-oriented service and a demonstrated understanding of a diverse student population and commitment to affirmative action are also required.

Educational requirements may be waived for individuals with appropriate alternate relevant experience.
