Job Description:


The Cybersecurity Assurance Specialist is primarily tasked with executing information system security engineering functions, concentrating on the lifecycle of existing systems and the identification of future requirements.

This role involves gathering and processing essential information security requirements, ensuring their effective integration into information systems through deliberate security architecture, design, development, and configuration.

The specialist plays a vital role within the development team, contributing to the design and enhancement of organizational information systems or the modernization of legacy systems.

Employing best practices, this position implements security requirements within information systems, utilizing software engineering methodologies, system/security engineering principles, secure design, secure architecture, and secure coding techniques.

This role's primary focus is on Special Access Programs (SAPs) in support of Department of Defense (DoD) agencies, including HQ Air Force and the Office of the Secretary of Defense (OSD).

The specialist will provide ongoing support for Collateral, Sensitive Compartmented Information (SCI), and Special Access Program (SAP) activities.



Key Responsibilities:
  • Oversee the development, implementation, and evaluation of information system security program policies, with a focus on integrating existing SAP network infrastructures.
  • Analyze network security in accordance with the Risk Management Framework (RMF), emphasizing the Joint Special Access Program Implementation Guide (JSIG) authorization process.
  • Provide expert support, research, and analysis for complex problems and processes.
  • Deliver expert-level consultation and technical services on all aspects of Information Security.
  • Act as a technical expert for the Cybersecurity Assessment Program, offering guidance and alternatives for complex issues.
  • Incorporate Information Assurance (IA) into systems deployed in operational environments.
  • Assist architects and system developers in identifying and implementing appropriate information security functionalities to ensure compliance with DoD and other agency security policies.
  • Enforce the design and implementation of trusted relationships among external systems and architectures.
  • Assess and mitigate system security threats and risks throughout the program lifecycle.
  • Contribute to security planning, assessment, risk analysis, risk management, certification, and awareness activities for system and networking operations.
  • Demonstrate exceptional written and oral communication skills while applying advanced technical principles and concepts.
  • Contribute to the development of new principles, concepts, and methodologies.
  • Address unusually complex technical problems and provide innovative solutions.
  • Lead a team of System Security Engineers and Certification and Accreditation Analysts to ensure the protection of national and international security interests.
  • Recommend cybersecurity software tools and assist in developing software tool requirements and selection criteria.
  • Review designs related to ISSE and provide security compliance recommendations.
  • Lead technical teams in implementing long-range goals and objectives.
  • Support customer and SAP community IA working groups and participate in SSE IPT reviews.
  • Provide expert-level consultation and technical services on all aspects of Information Security.
  • Develop and provide IA risk management recommendations to the customer.
  • Support ISSE for Mission and Training systems design and development.
  • Assist with the development and maintenance of the Program Protection Plan.
  • Participate in site activation activities and design reviews.
  • Represent the customer in various ISSE-related working groups and advisory councils.
  • Chair or Co-Chair customer and SAP community IA working groups and participate in ISSE IPT reviews.
  • Assist the team in designing, integrating, and implementing JSIG/RMF Continuous Monitoring tools and processes.
  • Integrate COTS & GOTS products to collect, display, and remediate various automated system security and operational performance functions.
  • Perform security assessments of servers, network devices, and security appliances.
  • Develop improvements to security assessments regarding accuracy and efficiency.
  • Integrate ancillary monitoring tools with the enterprise security information and event management (SIEM) system.
  • Write and execute cybersecurity test procedures for control compliance validation.
  • Monitor and analyze outputs from cybersecurity tools for reportable security incidents.
  • Analyze technical risks associated with emerging cybersecurity tools and processes.
  • Collaborate as part of a security incident response team as needed.
  • Build operational Operations and Maintenance (O&M) checklists and develop Tactics, Techniques, and Processes (TTPs) and Standard Operating Procedures (SOPs).
  • Integrate and develop new techniques to enhance Confidentiality, Integrity, and Availability for networks and systems operating at various classification levels.


Qualifications:
Advanced technical competency in one or more of the following platforms: Microsoft Windows Server, Active Directory, Red Hat Enterprise Linux servers, MS Hyper-V/VMWare/ESx/Xen Hypervisors, enterprise networking/firewalls/intrusion detection/prevention systems, forensic analysis/vulnerability assessment, Group Policy management, and configuration.

Experience: 15+ years related experience, with prior roles such as ISSO, ISSM, SCA, or SAP IT Technical Director.

Education:
Master's degree in a related discipline or equivalent experience (6 years).

Certifications:
Must meet position and certification requirements outlined in DoD Directive M for Information Assurance Architect and Engineer Level II or III within 6 months of hire.

Security Clearance:
Current clearance as defined in the Task Order and eligibility for access to Special Access Program Information.

Other Requirements:
Must possess expert knowledge of DoD, National, and applicable service and agency security policies, manuals, and standards.
