The organization aims to identify and address the issues that lead individuals into the criminal and civil legal systems as early as possible. This is achieved through various initiatives, including the development and implementation of programs that minimize incarceration and foster economic opportunities, conducting original research to ascertain effective practices, and disseminating findings to those aiming to reform the justice system globally.
The Center operates with a workforce of 900 employees and a budget of $100 million, achieving its mission through three primary areas of focus: creating and expanding operational programs to test innovative solutions, conducting original research to evaluate effectiveness, and offering expert guidance and policy support to justice reform advocates worldwide.
Operational Programs
The Center's operational initiatives, such as the renowned Red Hook Community Justice Center and Midtown Community Justice Center, explore new concepts, tackle complex challenges, and strive for systemic transformation within the justice framework. These projects encompass community-driven violence prevention strategies, alternatives to incarceration, reentry programs, and court-based initiatives aimed at reducing unnecessary incarceration while promoting positive changes for individuals and families. Through these efforts, the Center has achieved measurable outcomes, including safer neighborhoods, decreased incarceration rates, and improved community perceptions of justice.
Research
The Center's research teams consist of social scientists, data analysts, and legal professionals who possess academic training or lived experiences. They conduct research both domestically and internationally on a wide range of issues related to the criminal-legal system and justice. Their work includes evaluating programs and policies, conducting exploratory community studies, and providing research translation and strategic planning for system stakeholders. The Center has published studies on various topics, including court and jail reform, intimate partner violence, restorative justice, gun violence, reentry, sixth amendment rights, and progressive prosecution. The research teams are committed to ensuring their findings are meaningful and actionable for the communities they serve, as well as for policymakers and practitioners.
Policy & Expert Assistance
The Center offers practical planning and implementation support to various jurisdictions in reform areas such as problem-solving courts (e.g., community courts, treatment courts, domestic violence courts), tribal justice, and strategies to reduce incarceration and crime. The expert assistance provided includes data analysis, strategic planning, policy guidance, and facilitating site visits to its operational programs.
THE OPPORTUNITY
Brooklyn Justice Initiatives (BJI), the Center's largest operational project, aims to transform the criminal court experience in Brooklyn, New York, by offering judges and attorneys meaningful alternatives to bail, fines, and incarceration. BJI operates from Kings County Criminal Court and community-based offices, comprising a team of social service providers, court resource coordinators, mental health professionals, compliance specialists, and others dedicated to enhancing the quality of justice. The Supervised Release program provides an alternative to incarceration by offering pretrial supervision, case management, and voluntary social services to individuals charged with misdemeanor and felony offenses, utilizing an arrest as an opportunity for positive change and avoiding the detrimental effects of incarceration. Participants are monitored to ensure compliance with court dates and required programming while receiving referrals for services such as job training, substance abuse treatment, and mental health counseling.
BJI is currently seeking a Supervising Case Manager for the Supervised Release Program (SRP) in the Brownsville/East New York office. Reporting to the Director of Pretrial Services, the Supervising Case Manager will provide substantive and consistent clinically-informed supervision to Case Managers and Senior Case Managers, ensuring adherence to the program model and delivering high-quality services to participants. Responsibilities include overseeing program-specific training, ensuring compliance with policies and best practices, conducting routine data entry and court reporting, and facilitating effective communication across SRP teams to build on successes and proactively address challenges. This role involves conducting comprehensive case audits in collaboration with the compliance team to ensure consistent application of policies and best practices.
The ideal candidate will possess strong communication, data management, and supervisory skills to support Case Managers and Senior Case Managers in fulfilling their responsibilities. While this position does not carry a standard caseload, it is essential for providing de-escalation support for participants with acute needs.
Key Responsibilities:
- Ensure quality assurance and monitor team compliance with program requirements and court reporting obligations.
- Oversee accurate documentation practices to uphold best practices and court reporting standards.
- Collaborate effectively with the compliance team to ensure timely data entry and compliance reporting.
- Facilitate meetings with Case Managers and Senior Case Managers to address deviations from the program model.
- Maintain accurate and timely case documentation aligned with program standards and reporting obligations.
- Support the implementation of policies and protocols in collaboration with site leadership.
- Provide clinically-informed supervision to Case Managers and Senior Case Managers weekly.
- Assist staff in direct practice roles and support their professional development.
- Offer de-escalation support as needed.
- Assist in the recruitment, onboarding, and training of new case management staff.
- Work closely with training specialists to ensure staff receive necessary training.
- Facilitate access to professional development opportunities for direct reports.
- Co-facilitate psycho-educational groups as required.
- Participate in supervision and training sessions to enhance program expertise and management skills.
- May temporarily take on cases as needed.
- Perform additional relevant tasks as necessary.
Qualifications:
- Bachelor's degree required.
- A minimum of 4 years of direct practice experience (e.g., therapeutic or case management) is required.
- Experience in pretrial, court-based, or criminal legal systems is strongly preferred.
- Preferred therapeutic intervention training and experience, including crisis intervention or de-escalation management.
- Supervisory experience is preferred but not mandatory.
- Demonstrated clinical acumen and experience are preferred.
- A Master's degree and licensure in a mental health field are valued but not required.
- Bilingual (English-Spanish) is strongly preferred.
Position Type: Full-time in-person work is required.
Compensation: The salary range for this position is $64,800 - $74,500, commensurate with experience. The Center for Justice Innovation offers a comprehensive benefits package, including healthcare, dental coverage, vision insurance, disability insurance, life insurance, and flexible spending accounts. We prioritize mental health care for our staff and provide services through our healthcare plans. A 403(b) retirement plan with a two-to-one employer contribution up to 5% is also available.
