Job Summary

We are seeking a highly skilled and motivated Land Use Specialist to join our team at the County of Jackson, WI. As a key member of our department, you will play a critical role in promoting and protecting the environmental health, safety, and general welfare of our citizens.

Key Responsibilities
  • Provide information and assistance to the public concerning code and ordinance requirements
  • Assist with administration of County Zoning, Floodplain, Shoreland, Recycling, and Subdivision & Platting Ordinances
  • Administer and enforce County Private Onsite Wastewater Treatment Systems (POWTS) ordinance and DSPS 381-DSPS 385 Wis. Administrative Code
  • Review ordinances and propose changes when necessary
  • Investigate complaints/violations of private sewage systems ordinances and issue special orders directing and requiring compliance with rules and standards
  • Perform plumbing compliance inspections according to SS145.20 and DSPS 383
  • File reports and conduct surveys
  • Investigate complaints/violations concerning Zoning, Shoreland, Floodplain, Recycling, etc.
  • Assist with inspections for zoning compliance
  • Conduct on-site inspections for Shoreland Zoning & Land Use Permit applications
  • Recommend citations when necessary
  • Assist with the operation of the Recycling Program
  • Fills in at recycling center when needed
  • Helps with recycling round-ups when needed
  • Attends continuing education seminars and conferences & keeps licenses up to date
  • Reviews and issues registrations for travel trailers
  • Conducts annual field reviews on all Travel Trailer Registrations
  • Conducts annual reviews and issues Short-Term Rental (STR) Registrations
  • Assists in cooperating and coordinating w/ various local, state, and federal agencies on Zoning & Land Use matters
  • Represents the Department at Zoning Committee, Public Hearing and Board of Adjustment Meetings when needed
  • Answers phone, returns calls when needed
  • Other duties as assigned by the Zoning Administrator
Requirements and Responsibilities
  • Must obtain and maintain a State of Wisconsin Certified Soil Tester license
  • Reviews and verifies Soil and Onsite Evaluation Reports prepared by Certified Soil Testers
  • Gives technical design assistance to plumbing contractors
  • Reviews sanitary permit applications and issues permits
  • Conducts inspections and provides information related to Wisconsin Fund Program (SS and DSPS 387)
  • Inspects failing septic systems
  • Assists with educational seminars for plumbers and certified soil testers
  • Minimum of 4 years of experience as a Level 1 or equivalent combination of qualifications and experience may be considered
Qualifications and Education Requirements
  • Bachelor's degree in Planning/Zoning, Soil Science, Natural Resources, Sanitation, Environmental Health or related field
  • Minimum of two (2) years' experience in Soil Science, Natural Resources, GIS, Land Surveying, or Code Enforcement field
  • Equivalent combination of education and experience may be considered
Certifications, Licenses, etc.
  • Possess and maintain valid Wisconsin Driver's License
  • Must be able to obtain and maintain a State of Wisconsin Private Onsite Wastewater Treatment System (POWTS) Inspector license within 12 months of hire
Knowledge, Skills and Abilities
  • Knowledge of local, state and federal laws, codes and regulations that pertain to the duties assigned
  • Knowledge of environmental health and land use laws and principals
  • Ability to apply zoning and sanitation codes to individual situations
  • Ability to obtain and interpret facts through inspection and investigation
  • Ability to create accurate and well written reports that will be suitable for official reports and as evidence in court action
  • Ability to deal effectively with the public, other agencies and co-workers
  • Ability to read and interpret documents, and laws in the English language
  • Ability to listen to and understand information and ideas in spoken and written format so individuals may effectively understand and convey communications
  • Proficient with the use of Geographic Information Systems (GIS), AutoCAD (Carlson Survey), Microsoft Excel, and Microsoft Word
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals
  • Ability to compute rate, ratio, and percent
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form
  • Inductive and deductive reasoning - ability to combine separate pieces of information, or specific answers to problems, to form general rules or conclusions; includes coming up with a logical explanation for why a series of seemingly unrelated events occur together and deciding if an answer makes sense
