Job Title: Associate Counsel Level C, General Counsel

NYC Health + Hospitals is seeking a highly skilled and experienced Associate Counsel Level C, General Counsel to join our team. As a key member of our Office of Legal Affairs, you will play a critical role in providing legal guidance and support to our Supply Chain Services, Pharmacy, and Business Operations groups.

Key Responsibilities:
  • Draft and negotiate commercial contracts for Supply Chain Services, including goods, services, software, pharmaceuticals, temporary staffing, and construction and construction-related services.
  • Review all aspects of the procurement process, including compliance with internal procedures, responsiveness determinations, and preparing documents for and attending relevant meetings.
  • Negotiate contracts and BAAs, ensuring that each contract meets all of the System's legal, regulatory, and internal operating procedure requirements.
  • Assess and mitigate risk to ensure compliance with laws, regulations, and contractual requirements, partnering with subject-matter and legal experts to provide a full accountability of legal analysis.
  • Perform research and drafting to assist with the revision of System processes, templates, policies, and litigation disputes.
  • Collaborate with internal stakeholders to achieve business objectives.
Requirements:
  • A baccalaureate degree or equivalent, and LLB or JD from an accredited School of Law, and admission to New York State Bar.
  • Three (3) years of experience and background in the practice of law subsequent to admission to the Bar in matters of litigation, negligence, corporate law, contracts, real estate, labor relations, labor law, and employee relations.
  • Knowledge of HIPAA, New York State/City labor laws, CMS regulations, anti-kickback laws, FOIL, public procurement methods, and vendor diversity requirements (e.g. NYS Executive Law Article 15-A).
Preferred Skills:
  • In-house experience, as well as specialized knowledge and experience with commercial contracting in a healthcare environment.
  • Excellent interpersonal, analytical, and oral and written communication skills.
  • Computer literacy with excellent skills in Microsoft and Google office suites.
