Job Overview
The Office of the Commissioner of the Revenue is looking for a Residential Property Valuator to conduct a range of professional residential property appraisals of low to moderate complexity for taxation purposes.
Key Responsibilities:
- Execute professional evaluations of similar residential properties within designated groups, adhering to Virginia Code and established professional standards.
- Conduct field inspections of single-family residential properties and related structures to establish a basis for property valuations.
- Review assigned properties to ensure accurate and current information in the County's mass appraisal system.
- Analyze real property sales data.
- Manage construction permits in accordance with departmental standards and ensure proper assessment.
- Provide assistance to property owners or their representatives regarding the assessment process, valuation, or other related inquiries.
- Defend assessed values at administrative hearings as required.
- Engage in professional development to stay updated on federal, state, and local tax laws as well as professional appraisal standards.
The ideal candidate will excel in providing exceptional taxpayer service in a dynamic and fast-paced environment while overseeing property valuations. Interaction with property owners or their representatives is essential to ensure compliance with local tax regulations and to defend assessments when necessary.
Salary will be determined based on experience.
Minimum Qualifications:
- A combination of education and experience equivalent to a Bachelor's degree and at least one (1) year of experience in real estate appraisal or assessment is required.
- Familiarity with Virginia's local tax structure and a solid understanding of appraisal practices and principles, with demonstrated proficiency in mass appraisal fundamentals.
- Practical experience with assessment ratio studies and statistical analysis.
- Basic knowledge of building construction concepts, zoning codes, and regulations.
- Proficiency in computer applications related to assessment (Microsoft Office, CAMA, Pictometry, Multiple Listing Services, GIS) and understanding of real property appraisal and taxation terminology, including knowledge of real estate markets, trends, and transactions.

Job Requirements:
- The successful candidate will undergo background checks, including criminal, credit, and DMV records. A valid driver's license in Virginia or a regional state of residence is required.
- Employees are prohibited from engaging in any outside activities, including private appraisals, that may create a conflict of interest as determined by the Commissioner of the Revenue.
- All applicants are expected to comply with tax obligations, as failure to do so may affect the consideration of their application.
- Ability to work in various outdoor weather conditions, traverse undeveloped land, and visit construction sites. Occasional bending, stooping, and light lifting may be necessary.
