Position Overview:


Serco is seeking Electrical Engineering Field Assessors to assist in the Federal Emergency Management Agency's Public Assistance recovery efforts in Zone 2 throughout the Midwest.

The Electrical Engineering Field Assessor role will involve both professional and non-professional staff to provide essential support to state, tribal, territorial, and local governments, as well as certain private non-profit organizations.

Serco is committed to delivering timely and effective assistance to FEMA's mission, aiding those impacted by both man-made and natural disasters.

This position is dependent on your ability to secure/maintain a DHS clearance

This position is subject to customer requirements and/or their approval

Key Responsibilities:
Perform site evaluations on locations with significant damage (e.g., destroyed structures; facilities with extensive damage; facilities with considerable damage to mechanical, electrical, and plumbing systems, etc.) to document disaster-related destruction.

Conduct site assessments to confirm infrastructure damage and meticulously record detailed damage descriptions during the evaluation, including the following additional tasks:Analyze and review professional architectural/engineering reports and designs or as-built plans

Thoroughly document findings in writing

Develop scopes of work, including related code and standard requirements

Validate applicant-provided scopes of work, including related code and standard requirements

Prepare and review cost estimates

Advise FEMA personnel on the technical validity of claims presented under FEMA's arbitration process.

Testify as an expert witness on behalf of FEMA as needed

Qualifications:
To excel in this position, you will possess:

A bachelor's degree with 5 years of experience in a relevant field and professional registration; OR a bachelor's degree with 10 years of experience in a related area

1-2 years of experience in site evaluations of large commercial infrastructures

1-2 years of experience in site assessments in any of the following eligible work types:Restoration of Roads, Bridges, Water Control Facilities, Buildings, Equipment, Utilities, Debris Removal, Schools, Churches, Parks, and Recreation Centers

The ability to obtain and maintain FEMA Public Trust

U.S. Citizenship

The ability to maintain FEMA-specific training

Proficiency in Microsoft Office

The ability to deploy to any location in Zone 2 with a 24–48-hour notice after Task Order AwardZone 2 includes various states

The ability to undertake 6–12-month deployments at a minimum

Comfort and experience using a smartphone

The ability to work independently, collaboratively, and under pressure with tight deadlines

Additional Preferred Experience and Skills:
A minimum of 2 years of prior Federal Emergency Management Agency (FEMA) Public Assistance (PA) experience

PE - Professional Engineer

Experience in managing Site Assessors

Knowledge of the FEMA Public Assistance Program/Policy

Training in the new Public Assistance delivery model is preferred

Active FEMA badge
