Job Summary

We are seeking a highly skilled and experienced Facilities and Parks Maintenance Director to lead our team in providing clean, safe, and efficient environments for the public and county staff. The successful candidate will have a strong background in project management, facility maintenance, and supervisory experience.

Key Responsibilities
  • Direct personnel functions, including selection, assignment, scheduling, interviewing, hiring, merit increases, and discipline of department employees.
  • Lead the comprehensive maintenance plan for all county facilities, structures, parks, systems, and equipment.
  • Plan, develop, present, and implement the Department's operating budget(s) and monitor costs and expenditures.
  • Function as the primary resource to the County's administrative staff, public, and private sector regarding the County's facilities and parks.
  • Consult with the Board of County Commissioners, County Administrator's Office, and other department heads regarding facility and parks construction and maintenance activities.
  • Receive and process complaints, responding to citizens, commissioners, and/or staff in person, email/letter, and/or phone call.
  • Ensure the proper instruction and training of staff in methods and procedures, safety precautions, proper use of equipment, preventive maintenance, and facility maintenance.
  • Schedule and inspect work of employees and outside contractors. Assign County staff as necessary to oversee contracted projects.
  • Coordinate comprehensive preventive, routine, and scheduled maintenance for all county buildings and parks.
  • Develop, investigate, plan, and permit minor capital projects and major capital maintenance projects as necessary outside of major capital projects constructed primarily through the Public Works Department.
  • Review and evaluate plans and specifications for new county capital project construction to consider propriety equipment, access/ability to replace, warranties, staff expertise needed to maintain, and similar maintenance concerns.
  • Inspect County construction sites for adherence to established plans, specifications, and department objectives, and ensure corrective actions are initiated to maintain county and other construction standards. Assign responsibility for buildings and sites to various staff members for routine and annual inspections.
  • Maintain current knowledge of trends and developments in the field of facility, parks, and grounds maintenance, and facilitate the application of such to department policies and procedures.
  • Keep maintenance records for projects rising beyond routine or normal maintenance that may otherwise need tracked, which may include but is not limited to: HVAC or fire system replacements, structure replacement, roof replacement, parking lot restriping, legal claims, damage work order requests, and similar larger projects.
  • Retain construction plans, facility equipment manuals, and other building/site information for all County facilities complete with manufactures, contractors, warranties, and similar details to retain institutional knowledge of facilities.
  • Review and evaluate all department records for completeness and accuracy, and for the purpose of monitoring costs/expenditures for establishing/maintaining operating budgets; approve purchase orders and contract payments.
  • Prepare periodic and special reports pertaining to staff, supplies, equipment, and work performed.
  • Respond before, during, and after County emergencies and prepare department and facilities/parks for emergencies. Requires the ability to work prolonged hours and provide oversight in the field, e.g. FEMA.
  • Respond to or coordinate calls after normal working hours for emergencies, or assign personnel (including on-call personnel) to respond as necessary to address urgent situations.
  • Perform other duties as assigned.
Requirements
  • Bachelor's degree in Building Construction or Management, Business, Public Administration, or closely related field.
  • Minimum of eight (8) years progressively responsible project management and facility/park maintenance experience, to include a minimum of five (5) years professional experience in a supervisory/management capacity.
  • Valid driver's license.
