Project Management Responsibilities:

  • Evaluate and improve programs through Requirements Definition, Strategic Planning, and Stakeholder Analysis.
  • Create essential documents such as Project Charters, Project Management Plans, and After Action Reports.
  • Implement Agile Scrum methodologies and risk management tools to enhance project tracking, coordination, and Critical Path Analysis, while resolving conflicts with other projects.
  • Facilitate informal workshops and briefings, applying project Sponsor Processes, Procedures, and Program Management best practices tailored for Government audiences.
  • Provide expert consulting services and analyses to develop project Metrics and Performance Standards aligned with the Sponsor's Strategic Intent.
  • Support staff PMs and personnel in mastering project management principles, techniques, and processes, including Project Status assessment, Reporting, Progress Tracking, Control Gates, Data Management, Project Communication, Risk Analysis, and Stakeholder engagement.
  • Oversee the project portfolio and PMR process to ensure effective oversight for the Sponsor, assisting staff PMs in crafting presentations that foster collaborative partnerships.
  • Directly assist PMs in executing their programs, preparing briefings, documentation, and collaborating with customers, stakeholders, and team members to deliver integrated solutions.
  • Organize, update, and maintain information repositories, including documentation, master schedules, collaboration tools, and a wide array of strategic and tactical information.
  • Prepare and refine profiles and develop contingency planning documents.

Process Improvement Initiatives:

  • Lead and define business improvement and organizational processes to drive critical programs forward.
  • Conduct process analysis, improvement, and monitoring/control of processes.
  • Assist in enhancing Project Management Review, Agile Scrum, and Project Deep Dive processes.
  • Apply analytical methodologies to identify improvement opportunities in both new and established programs, supporting process reengineering efforts.
  • Develop and present needs assessments, briefings, position papers, and comprehensive reports.
  • Utilize business process tools and specialized expertise to streamline initiatives and integrate diverse rules, policies, and technologies.
  • Leverage subject matter expertise and problem-solving methodologies to address strategic challenges and create innovative solutions for complex problem sets.
  • Facilitate meetings, informal workshops, and knowledge-sharing sessions related to Sponsor initiatives, methodologies, and programs for audiences up to the executive level.

Qualifications

Required Qualifications:

  • Active TS/SCI W POLY clearance.
  • EDUCATION AND EXPERIENCE: Bachelor's degree with ten (10) years or more of relevant experience; Master's degree with eight (8) years or more experience; PhD or JD with five (5) years or more experience.
  • PMI-PMP Certification.
  • Exceptional interpersonal skills.
  • Strong communication skills – both oral and written.
  • Proficient in Microsoft applications (Visio, Project, Publisher, SharePoint, Outlook, Excel).
  • Thorough knowledge of best practices, business case analysis, creative problem solving, decision briefing, project management processes, project activity implementation, and risk management, as well as strategic planning.

Desired Qualifications:

  • Lean Six Sigma Certification.
  • Certification as an Agile Scrum Master.
  • Experience in financial management and financial planning.
  • Familiarity with applications such as COGNOS, PARIS, BASIS, BCR, and SLA.
  • Operational or analytical production experience.
  • Knowledge of tools like Bluescape, Tableau, Joomla, Visual Basic, ArcGIS/ArcM, Google Earth, and TerraGo.
  • Understanding of change management, facilitation, organizational assessment, process modeling, business planning, business process reengineering, consensus building, organizational restructure, design, and implementation, project management processes, data modeling, and benchmarking/metrics.
  • Demonstrated ability to quickly adapt to support customer needs, effectively communicate ideas, and take initiative in providing creative solutions to challenges and systemic issues.
