Compensation Grade: ACE-USD-SAL

The Tactical Procurement Buyer plays a crucial role in ensuring that INEOS Acetyls - Texas City has access to the necessary goods and services to support production schedules, including turnaround and maintenance activities, as well as capital expenditure projects, all while achieving optimal value. This position is responsible for the strategic planning, negotiation, execution, and ongoing management of key third-party suppliers.

Key Responsibilities:

  • Act as the Procurement Manager's deputy when required.
  • Collaborate with the global INEOS procurement network and other business units to enhance volume leverage.
  • Oversee the procurement and management of the supply chain for goods and services.
  • Develop Requests for Quotation (RFQ) or Proposal (RFP) documents that meet all technical, commercial, and quality specifications.
  • Work closely with Project Managers, Coordinators, Expeditors, and Engineers to optimize purchase request information and address any procurement challenges.
  • Participate in necessary meetings with suppliers, operations, engineering, project management, and quality teams, even outside regular business hours.
  • Ensure accurate maintenance of purchase order delivery dates in SAP for stakeholder visibility and reporting accuracy.
  • Lead negotiations with suppliers to secure favorable commercial terms for the organization.
  • Initiate purchase intents through the successful delivery of materials.
  • Organize, prioritize, and execute multiple tasks efficiently.
  • Provide guidance and oversight to junior Buyers.

Required Qualifications:

Education & Knowledge:

  • Associate degree in Business Management or a related field with a minimum of 10 years of experience.

Experience & Skills:

  • MCIPS qualification preferred or equivalent professional membership.
  • Over 10 years of procurement experience in a large, complex manufacturing setting, with a focus on contract negotiation and management.
  • Proficient in IT applications including Excel, Word, SAP, and database analysis.
  • Ability to identify Total Cost of Ownership.
  • In-depth understanding of cost drivers in contracts to ensure transparency and value.
  • Advanced negotiation skills and techniques.
  • Solid knowledge of company policies, site safety standards, and relevant legislation.
