Position Overview:

This role is situated within the Division of Blind Services, focusing on the Jacksonville District Office. The Employment Program Counselor is responsible for collaborating with clients who are blind or visually impaired, as well as local businesses and various employers across federal, state, public, and non-profit sectors. The primary objective is to deliver specialized services to both adults and children through the vision rehabilitation process.

Key Responsibilities:

  • Stay informed about policies and guidelines related to information security within the Florida Department of Education and the Division of Blind Services.
  • Offer tailored services to clients throughout the vision rehabilitation journey, including advocacy, resource development, and vocational rehabilitation services.
  • Engage in outreach initiatives to enhance opportunities for on-the-job training, apprenticeships, and employment.
  • Participate in job placement activities and utilize assessment tools as per established policies.
  • Document client interactions, initial assessments, and service plans in compliance with case service manual requirements.
  • Demonstrate flexibility and approachability while adhering to relevant laws and regulations.
  • Exhibit strong communication and collaboration skills to foster effective working relationships.
  • Ensure timely services for clients with job offers or those at risk of job loss.
  • Leverage knowledge of educational programs to assist clients in achieving recognized post-secondary credentials aligned with industry needs.
  • Assess medical information to determine client eligibility for services.
  • Develop and update Individualized Plans of Employment to support clients in securing competitive employment.
  • Coordinate services such as independent living skills and vocational training with local providers.
  • Utilize the Ticket to Work program to assist clients in achieving self-sufficiency through employment.
  • Provide community education and outreach regarding blindness and related services.
  • Support schools in developing Individual Education Plans when necessary.
  • Encourage clients to pursue industry-recognized certifications linked to high-demand occupations.
  • Conduct follow-up communications with clients and employers to assess ongoing needs and opportunities.
  • Work towards meeting program goals and performance measures established by the state office.
  • Maintain effective caseload management using the electronic client information system.
  • Promote client satisfaction and address any issues that arise.
  • Participate in ongoing training and professional development.
  • Perform additional duties as assigned.

Preferred Qualifications:

  • Experience in understanding the evolving labor market and the needs of individuals with disabilities.
  • Familiarity with the Workforce Innovation and Opportunity Act (WIOA).
  • Knowledge of pre-employment transition services.
  • Certification as a Rehabilitation Counselor (CRC) or eligibility for certification.
  • Certification as a Community Work Incentives Counselor (CWIC) or eligibility for certification.

Minimum Qualifications:

  • A bachelor's degree from an accredited institution and four years of relevant professional experience.
  • A master's degree may substitute for one year of required experience.
  • Relevant professional experience may substitute for educational requirements on a year-for-year basis.
