The Senior Environmental Health Program Specialist is tasked with the development and management of environmental health initiatives, providing education and enforcement, and taking protective measures against environmental risks, such as the phase-out of gas-powered leaf blowers.

As a recognized expert and primary technical authority on air and noise pollution, particularly concerning gas-powered landscaping equipment, this role provides guidance to County and Department leadership, elected officials, partner organizations, and community stakeholders.

The specialist shares insights on known and emerging environmental exposures and proposes health-protective strategies to mitigate health impacts.

This position encompasses program management, community engagement, policy development, partnership building, and outcome evaluation.

The focus on environmental health justice is integral to fostering healthy communities.
As the Senior Environmental Hazards Program Specialist, your responsibilities will include:

Program Development, Implementation, and Evaluation:


Lead the creation, organization, execution, and strategic planning of the interagency gas leaf blower phase-out initiative.

Design systems, work plans, educational outreach, and communication strategies.
Analyze data to assess program effectiveness, conduct formal evaluations, and report findings.
Provide recommendations based on research and analysis.
Initiate and manage interagency agreements, contracts, and reporting while adhering to budgetary constraints and timelines.

Incentives, Enforcement, and Outreach:
Establish a framework for incentives and rebates for gas leaf blower replacements.
Investigate funding opportunities and partnerships.
Develop an incentive program tailored for small businesses.
Educate stakeholders on the health implications of gas leaf blowers.
Implement and enforce a complaint-based ban on gas leaf blowers.
Create educational outreach campaigns.
Collaborate with organizations to engage businesses and residents.
Update documentation and requirements.
Engage with relevant agencies for feedback.
Establish a data collection and evaluation framework.

Education, Outreach, and Partner Development:
Address information requests from department or county leadership.
Formulate outreach and communication strategies.
Participate in public events with translation services.
Involve staff, volunteers, and partners in community events.
Build sustainable relationships with stakeholders.

Subject Matter Expertise, Policy Analysis, and Research:

Act as the subject matter expert and County representative for the gas leaf blower ordinance and related air quality and noise concerns.

Represent the County in media engagements, partner meetings, and committees.
Provide technical advice to internal departments and external agencies.
Collaborate with county leadership on legislative reviews and analyses.
Conduct analyses of best practices and trends for program priorities.
Support responses to air quality and environmental health emergencies.
Contribute to community wellness initiatives and emergency response functions.

Engage in the air quality work group and contribute to collaborative efforts addressing issues affecting the region.
