Job Summary:
The Texas Department of Aging & Disability Services seeks a highly skilled Senior Advisor to support the Associate Commissioner for Operations in the Access and Eligibility Services Division. As a key member of the Chief Program and Services Office, this role will lead the Office of the Associate Commissioner and manage the complaints and special projects teams.

The ideal candidate will have a proven track record of driving strategy and results, embracing challenges, and bringing fresh ideas to the organization. They will be responsible for managing and coordinating strategic initiatives, analyzing regulations and data, and providing input on strategic priorities and evaluation of priorities.

The Senior Advisor will work under minimal supervision with extensive latitude for initiative and independent judgment. They will be responsible for managing high complexity and priority cross-divisional projects, making key decisions, and communicating effectively with stakeholders and audiences.

The successful candidate will have a strong understanding of federal and state regulations, program data, budget data, forecasts, and external vendor data. They will be able to direct and organize program activities, establish program goals and objectives, and identify problems and implement effective solutions.

Key Responsibilities:
• Manage and coordinate strategic initiatives for the AES Operations, including research, analysis, project management, decision-making, stakeholder engagement, and communications.
• Analyze federal and state regulations and legislation, program data, budget data, forecasts, and external vendor data to determine appropriate operational or administrative direction, contractor compliance, and program compliance.
• Provide input regarding strategic priorities and evaluation of priorities, reviewing regular business reports and tracking completion of goals.
• Support the Associate Commissioner for Operations, making key decisions and communicating effectively with stakeholders and audiences.
• Perform other duties as assigned.

Requirements:
• Skill in establishing plans and setting objectives and goals that support an overall business strategy.
• Ability to manage high complexity and priority cross-divisional projects.
• Knowledge and understanding of federal and state regulations, program data, budget data, forecasts, and external vendor data to determine appropriate operational or administrative direction, contractor compliance, and program compliance.
• Knowledge and understanding of agency and AES Operations strategic priorities and evaluation of priorities in order to provide staff direction and decision making.
• Sound judgement to make independent decisions that directly reflect those of the Associate Commissioner for Operations regarding appropriate information to be shared within communications to a variety of stakeholders and audiences.
• Excellent written and verbal communication skills in order to draft, review, and approve: memos routed to HHSC leadership; external communications to a variety of stakeholders and audiences; legislative correspondence; legislative reports; and federal, state, and internal audit responses.
