The Assistant Vice President of Planning and Development will be responsible for leading strategic planning and development efforts for Empire State Development, NYS. This role will require a high level of subject area knowledge of planning and development, as well as environmental review processes for major development and infrastructure projects.
Key Responsibilities- Coordinate planning efforts for major development and infrastructure projects, including coordination with federal, state, and local agencies.
- Advise the Senior Vice President and ESD Leadership on strategic steps and facilitate actions to align necessary technical assessments, planning, and permitting activities.
- Prepare technical scopes of work for requests for qualifications (RFQs) and requests for proposals (RFPs) for project-specific professional planning and specialty services.
- Provide oversight to consultants as 'owners representative' and coordinate/direct consultant, ESD, and GO-SEMI staff.
- Attend and lead weekly progress meetings with agencies, A/E, and technical consultant reps.
- Liaise with agency POCs to ensure all aspects of ESD-funded project elements further intended/specified economic development objectives.
- Bachelor's degree in city planning, architecture, civil engineering, or a related field.
- 6 years of experience in public administration, private sector professional consulting, and/or other positions related to economic development, urban revitalization, workforce development, capital/infrastructure facilities, planning, and administration.
- Strong written, graphic, and oral communication skills, including the ability to prepare summary briefings and oral presentations.
- Pro-active, self-starter attitude; strategic and results-oriented point of view; and the ability to develop approaches/mechanics to efficiently meet various planning/regulatory requirements for major projects.
- Masters degree in a related field.
- Extensive experience in planning and development, with a focus on economic development, urban revitalization, and infrastructure projects.
