Description

The Town of Fountain Hills is offering a rewarding part-time position as a Zoning Compliance Specialist.

This role is anticipated to require approximately 20 hours of work each week. The position involves skilled technical work in upholding Town Zoning Ordinances and regulatory codes. Responsibilities include investigating potential breaches of zoning, environmental, nuisance, building, and other Town regulations through both office and fieldwork. The role may involve a variety of specialized tasks related to technical field inspections for the enforcement of municipal codes. Non-traditional working hours, including occasional evenings, weekends, early mornings, and holidays, may be necessary.
Key Responsibilities
  • Address public complaints, both verbally and in writing. Investigate possible violations of property maintenance, nuisance, and zoning regulations; identify non-compliant properties and follow up with warning notices and citations to ensure adherence to Town codes. Collaborate with citizens, property owners, and business operators to rectify violations.
  • Conduct field inspections and enforcement actions; examine designated areas of the Town to identify and document violations of zoning, nuisance, land disturbance, pool, and health and safety ordinances.
  • Engage proactively and reactively in all aspects of code enforcement. Meet with residents to discuss violations, employing diplomacy and tact.
  • Research case histories, approval documents, blueprints, property ownership records, business licenses, aerial photographs, microfiche records, utility records, and other pertinent documents as required.
  • Provide information to the public, other Town departments, architects, engineers, contractors, and interested parties regarding zoning regulations and related departmental programs and policies.
  • Prepare cases for court proceedings, assist the Prosecutor's Office in determining appropriate resolutions for outstanding cases, and testify in court. Compile reports, documents, inspections, issue notices or letters, photograph property conditions, and maintain necessary records. Utilize a computer database for reporting and record-keeping.
Typical Qualifications
  • Knowledge of a specific vocational, administrative, or technical nature, typically acquired through six months to one year of advanced study or training beyond high school. Junior college, vocational, business, technical, or correspondence schools are likely sources. Appropriate certification may be awarded upon successful completion of advanced study or training.
  • Two years of recent public contact experience, preferably involving the application and interpretation of rules and regulations. One year of code enforcement experience is preferred.
  • Possess a valid Arizona Driver's License for a minimum of two years with a good driving record. AACE certification is required within the first year of employment.
  • This position is designated as a "safety-sensitive position." Therefore, satisfactory completion of a drug and alcohol screening is required as a condition of employment.
  • Equivalent combinations of experience and training that meet the minimum qualifications may be considered.
  • Ability to read and interpret codes and ordinances.
  • Ability to perform basic mathematical calculations such as addition, subtraction, multiplication, and division.
  • Ability to write reports, recommendations, and documentation for non-compliance cases.
  • Work is governed by broad instructions, objectives, and policies, requiring considerable initiative and independent evaluative judgment.
  • Incumbents in this position will interact with various departments within the Town, which may involve decision-making or providing approval for purchases or projects. Additionally, interaction with individuals outside the Town, including professional organizations and state and federal agencies, may be required.
