The successful candidate will possess a strong background in managing projects related to military or governmental agencies, particularly with the United States Army Corps of Engineers (USACE). This position is vital for overseeing all project-related activities to ensure precision and adherence to regulations. You will act as the primary liaison for the Government in all project-related matters, including contract compliance, work progress, overall scheduling, financial issues, and modifications.

Key Responsibilities

  • Project Management: Oversee the entire construction process from obtaining permits to final inspections, ensuring seamless project execution while upholding quality and safety standards.
  • Contract Management: Supervise and coordinate all elements of heavy civil construction contracts from inception to completion, focusing on revenue, safety, risk management, scheduling, and compliance with specifications.
  • Team Collaboration: Work closely with cross-functional teams, including engineers, subcontractors, suppliers, and other stakeholders, to meet project milestones within budget and on schedule.
  • Effective Communication: Organize project meetings, promote clear communication, and address any issues that arise among team members.
  • Planning and Evaluation: Develop and assess project schedules, budgets, and resource allocations, identifying potential risks and implementing strategies to mitigate them.
  • Procurement Management: Liaise with vendors and suppliers to acquire materials and equipment, ensuring timely delivery and compliance with project requirements.
  • Progress Tracking: Monitor construction activities, conduct regular site inspections, and provide comprehensive reports on project status, challenges, and recommended solutions.
  • Documentation Management: Maintain thorough project records, including logs (payments, permits, RFIs, change orders, etc.) and drawings. Prepare reports on costs, labor, and budget analyses.
  • Field Oversight: Supervise field construction activities to ensure compliance with project plans and specifications, keeping accurate records of work completed by subcontractors.
  • Industry Awareness: Stay informed about industry trends and construction practices to contribute to the ongoing enhancement of project management processes.
  • Adaptability: Adjust to changing job responsibilities to meet the evolving needs of projects and the organization.

Qualifications

  • Software Skills: Proficient in HCSS, Excel, P6, or Microsoft Project.
  • Pre-Construction Experience: Demonstrated expertise in pre-construction planning and execution.
  • Certifications: Must hold one of the following: Licensed Professional Engineer (P.E.), Project Management Professional (PMP), or Certified Construction Manager (CCM).
  • Relevant Experience: Prior experience with the United States Army Corps of Engineers (USACE) or a military/government entity in a related capacity is required.
  • Communication Proficiency: Excellent written and verbal communication skills with strong presentation capabilities.
  • Experience: Minimum of 15 years in project management roles.
  • Educational Background: Bachelor's degree in civil engineering.
