About Our Job

We are seeking a talented Financial Analyst to support the capital budgeting activities of the Capital Planning and Programming Division. In this role, you will assist in developing the City's annual capital budget, manage a capital infrastructure portfolio, monitor capital project expenditures and revenues, and develop and maintain a citywide capital project reporting structure.

Key Responsibilities
  • Review and analyze information within the capital budgeting financial systems and report on such information to the CPP Director, CIP Budget Manager, and CPP staff as required
  • Monitor capital project financial information for a specific capital portfolio and understand the status of capital projects within the portfolio, including budgets and expenditures
  • Coordinate with departments implementing capital projects to understand their capital financial needs and help resolve issues. Develop and maintain relationships with agency representatives.
  • Support the delivery of the annual Capital Improvement Program by assisting departments with budget requests, analyzing capital project proposals, and preparing summary materials
  • Review and interpret financial information for management, as well as present findings and recommendations to management to guide decision-making
  • Maintain financial management and budgeting function(s) and systems by applying standardized work practices
  • Create a variety of visual materials including advanced charts, graphics, and maps to synthesize and communicate technical and complex information to a variety of internal and external audiences
  • Perform work assignments involving research, data interpretation, analysis, formulation of recommendations, and both ad hoc and periodical report preparation
  • Provide overall support to CPP staff on the annual capital budget process, special districts, and other special projects as needed
Requirements
  • Bachelor's Degree in Finance, Accounting, Economics, Business Administration, or a related field
  • One (1) year of professional level experience researching, analyzing, calculating, and compiling financial data, debt or portfolio administration, or financial statistical analysis
  • Strong self-initiation and problem-solving skills in addition to being comfortable with numbers and numeric reconciliation
  • Exceptionally strong communication and strong interpersonal skills. Ability to communicate complicated subject matter effectively and in a concise manner both orally and through written documentation including memos, presentations, etc.
  • Proficiency with Excel and PowerPoint. Familiarity with Geographic Information Systems (GIS) and/or PowerBI experience
