About the Position

This is a lead supervisory role in the inspection, maintenance, repair, and operation of multifaceted environmental and energy management systems in assigned County-owned and leased buildings. The incumbent is responsible for coordinating or directing subordinate trade and labor personnel in the accomplishment of duties related to building operation in accordance with departmental policies, rules, and regulations.

Responsibilities
  • Performs daily inspection of buildings operational systems.
  • Completes any adjustments and changing of belts as needed and determines if other replacement items are needed.
  • Leads building technicians in building maintenance needs and concerns.
  • Reads, analyzes, and interprets engineering blueprints/plans and specifications to obtain knowledge about the nature, scope, and details of boiler/HVAC maintenance while ensuring compliance with established codes, standards, and specifications.
  • Plans/schedules/directs the work activities of subordinate trade and labor personnel to determine employee, equipment, and material requirements and work methods required to see a project from beginning to end.
  • Maintains accurate knowledge of current and emerging public property management and general government services administration concepts, practices, regulations, and trends sufficient to provide sound advice and recommendations for executive-level decision-making.
  • Keeps records of needed corrections and future concerns. Makes supervisor aware of these concerns and/or issues. Keeps buildings air temperature at comfortable levels for staff and outside clients.
  • Works under direction of facilities superintendent to set work expectations with a variety of tasks involving the maintenance operation for County-owned and leased Health facilities.
  • Utilizes knowledge of the methods, practices, tools, and materials used in building maintenance and operations. Accepts directions from the facilities superintendent and provides input on the estimated time and materials required for building operations and maintenance using established procedures.
  • Receives work order requests and facility-related problems from immediate supervisor, facilities superintendent.
  • Provides copies of all work performed, materials, and equipment used to immediate supervisor, so they can prepare summary reports and create files of all projects.
  • Coordinates with engineers, contractors, inspectors, and other agencies to explain and resolve any potential problem relative to any County-owned and leased Health facilities.
  • Maintains accurate, complete, and retrievable records of the daily activities performed by the contractors and inspectors (i.e., man hours, equipment used, voucher payments, etc.) for reporting and record-keeping purposes.
  • Conducts thorough inspections of assigned environmental systems to ensure proper operation, maintenance, and safety of system.
  • Removes snow and spreads salt in small areas where outside contractors may not be responsible after incumbent weather events.
  • Willingly and cooperatively performs related duties consistent with job class standards.
  • Must communicate effectively and professionally with every level of staff and escalates issues to the appropriate channels.
Qualifications
  • Graduation from high school plus/and
  • Nine (9) months of experience in the maintenance/repair/installation of heating/cooling/ventilating (HVAC) systems;
  • Possession of a Second (2nd) Class Stationary Engineer's License as established by the Maryland Department of Licensing and Regulation, Board of Examining Engineers.
  • Possession of a valid driver's license.
  • Willingness to respond to emergency service calls on a 24-hour basis.
Preferred Qualifications
  • Graduation from high school plus five (5) years of experience in the maintenance/repair/installation of heating/cooling/ventilating systems (HVAC) with at least one (1) year at the lead/supervisory level
Conditions of Employment
  • Possession of a Second (2nd) Class Stationary Engineer's License as established by the Maryland Department of Licensing and Regulation, Board of Examining Engineers.
  • Possession of a valid driver's license.
  • Willingness to respond to emergency service calls on a 24-hour basis.
  • Meet all training and performance standards and demonstrate proficiency as required by the agency.
  • Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.
  • May be required to successfully pass preemployment checks which may include reference checks, background investigations, and drug screenings, where applicable.
  • Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.
