Job Title: Federal Navigator II

At El Centro Del Barrio, we are seeking a highly motivated and detail-oriented Federal Navigator II to join our team. As a key member of our enrollment services department, you will play a critical role in facilitating consumer enrollment in health insurance programs and providing exceptional customer service to our patients and community members.

Job Summary:

The Federal Navigator II will be responsible for conducting outreach and education activities to promote the availability and affordability of health insurance programs, including the Federal Marketplace and other health coverage programs such as Medicaid and CHIP. You will work closely with our Director – Enrollment Services to ensure that all consumers, including those who are under-represented in the health insurance market, have access to the resources and support they need to make informed decisions about their health insurance options.

Key Responsibilities:
  • Provide confidential application assistance and facilitate enrollment of eligible patients and community members in health insurance programs.
  • Maintain knowledge and expertise in eligibility, enrollment, and program specifications of the Federal Marketplace and other health coverage programs.
  • Prepare and submit narrative and statistical reports daily as required by the Federal Navigator Grant.
  • Implement outreach strategies to promote the availability of health insurance and encourage participation of consumers, particularly in communities that are under-served and under-represented in the current health insurance market.
  • Conduct inreach, outreach, and education activities to inform CentroMed patients, consumers, businesses, community organizations, and other stakeholders about insurance affordability through the Marketplace, Medicaid, and/or CHIP.
  • Provide information and assistance in the consumer's preferred language and/or provide limited-English proficiency consumers with oral and written notices of their rights to receive language assistance services and how to obtain such services.
  • Provide referrals for consumers with questions, complaints, or grievances to any applicable office of health insurance consumer assistance or health insurance ombudsman, or any other appropriate state agency or agencies.
  • Ensure the protection and security of a consumer's personal, confidential, and identifiable information in a professional and responsible manner and carry out all measures to prevent unauthorized disclosures, demonstrating and maintaining the standards and requirements of the Health Insurance Portability and Accountability Act (HIPAA).
  • Assist with the development and dissemination of marketing and promotional materials for outreach, application assistance, and education activities that are tailored to CentroMed's service delivery area and target population.
  • Assist in training new employees in performing their duties as requested.
  • Prepare and submit narrative and statistical reports to the Manager as required by funding sources.
  • Comply with TDH, state, and private funding requirements, including Centro del Barrio's infection control, hazardous materials, and safety policies.
  • Perform all duties in conformance to appropriate safety and security standards.
  • Participate in the agency's Quality Improvement Program.
  • Perform other duties as assigned.
Requirements:

To be successful in this role, you will need:

  • Bachelor's degree in Social Work, Public Health, Psychology, Business, Public Administration, or Social and Behavioral Sciences from an accredited college or university.
  • Experience in helping people access social services, preferably with enrollment in health insurance programs.
  • Strong oral and written communication skills, with the ability to work effectively and professionally in a fast-paced environment.
  • Knowledge of and ability to work with the uninsured, under-served, and under-represented populations.
  • Advanced computer skills, with experience using Word, Excel, Outlook, Publisher, and PowerPoint programs.
  • Ability to type at least 40 wpm.
  • Spanish and English bilingual preferred.
Work/Physical Requirements:
  • Must be able to perform the essential functions of the position.

  • Work must be performed on-site as designated.
  • Must not pose a threat to the health or safety of other individuals in the workplace.
  • Physical ability to lift up to 20 pounds unassisted.
  • Must be able to deliver excellent customer service, externally and internally.
