Position Overview

Under clinical supervision, the Forensic Nurse Specialist (SAFE) is an integral member of the Sexual Assault Response Team (SART) and is responsible for the collection of forensic evidence from patients who report sexual assault, alongside evaluation and referral processes. This role ensures the meticulous collection, documentation, and preservation of forensic evidence. The Forensic Nurse Specialist provides timely, compassionate, and patient-centered care through data gathering, physical examinations, health education, counseling, and supportive care to ensure emotional well-being and mitigate further trauma to the patient. This position guarantees the optimal use of resources, service delivery, and adherence to NYC Health + Hospitals policies, healthcare standards, and regulatory requirements to enhance outcomes and improve patient experiences.

The Forensic Nurse Specialist (SAFE) program has been established to support the SAFE initiative, as part of the Sexual Assault Response Team (SART), which guarantees a prompt, coordinated response and survivor-focused services that minimize trauma for sexual assault survivors.

Key Responsibilities:
  1. Respond to any SAFE-designated NYC H+H healthcare facilities within the borough of employment when on call, arriving within 60 minutes of notification by the clinical team, including cases reported from inpatient departments.
  2. Obtain informed consent and perform evidence collection from suspects, including forensic photography, while adhering to chain of custody protocols.
  3. Ensure accurate collection and preservation of all forensic evidence and relevant specimens, utilizing the New York State Sexual Offense Evidence Collection Kit, Drug Facilitated Forensic Evidence kit (if necessary), and a camera to document patient injuries as supporting evidence, in accordance with the National Protocol for Sexual Assault Medical Forensic Examinations for Adults/Adolescents.
  4. Document findings accurately, complete Sexual Assault Assessment forms, and finalize Crime Victim's Board (CVB) claim forms.
  5. Communicate clinically relevant examination findings to the primary treatment team, including risks associated with Sexually Transmitted Infections (STI), strangulation, etc.
  6. Identify components of crisis intervention and supportive techniques for use with sexual assault survivors.
  7. Engage with patients and their families regarding evidence collection, provide victim advocacy, and educate sexually assaulted patients on recommended treatments, including appropriate prophylaxis and follow-up care.
  8. Consult with appropriate personnel for medical treatment as needed and participate in the handoff process with the responsible Emergency Department Attending. If the Emergency Room Attending is unavailable, engage in the handoff process with the resident or allied health professional responsible for patient care.
  9. Communicate with law enforcement and the district attorney's office; provide testimony as a fact or expert witness for any cases handled.
  10. Report all clinical and operational issues to the NYC Health + Hospitals Sexual Assault Forensic Examiner Borough Coordinator.
  11. Perform additional program-related tasks as assigned.

Additional Information:
  • Multiple rotating shifts available.
  • Current rate structure considers Friday night as part of the weekday night shift rate.
  • Current rate structure only includes Saturday - Sunday night for weekend overnight shifts.
  • This title is designated for on-call purposes only within acute care facilities.

Compensation Overview:
Day On-Call Monday - Friday (7a-7p) $350 (per shift)
Overnight On-Call Monday - Thursday (7p-7a) $375 (per shift)
Weekend Day On-Call Saturday - Sunday (7a-7p) $500 (per shift)
Weekend Overnight On-Call Friday - Sunday (7p-7a) $525 (per shift)
Holidays, including December 24 and December 31 Any Shift (7a-7p & 7p-7a) $525 (per shift)
Back Up: Day On-Call Monday - Friday (7a-7p) $175 (per shift)
Back Up: Overnight On-Call Monday - Friday (7p-7a) $200 (per shift)
Back Up: Weekend Day On-Call Saturday - Sunday (7a-7p) $250 (per shift)
Back Up: Weekend Overnight On-Call Friday - Sunday (7p-7a) $275 (per shift)
Back Up: Holidays, including December 24 and December 31 Any Shift (7a-7p & 7p-7a) $ per shift)
Additional Pay per Case $250 (per case)
Court Testimony (Includes travel to Court house) $350 (per day)
Quarterly Training/Team Building: Four 3 hr sessions/year @ $50/hour $150 (per session)

Staff are expected to travel to any SAFE-designated NYC H+H facilities within the borough of employment.

Only those who regularly work 20 hours or more per week will be eligible for Management Benefits Fund, provided they are not receiving any other benefits from another NYC H+H facility or NYC H+H Affiliate.

Minimum Qualifications:
1. Valid New York State license and current registration to practice as a Registered Professional Nurse (RN) issued by the New York State Education Department (NYSED); and one (1) year of full-time clinical post-licensure experience; or
2. Valid New York State license and current registration to practice as a Nurse Practitioner (NP) issued by the NYSED; and one (1) year of full-time clinical post-licensure experience; or
3. Valid New York State license and current registration to practice as a Physician Assistant (PA) issued by the NYSED; and one (1) year of full-time clinical post-licensure experience; or
4. Valid New York State license and current registration to practice medicine; and one (1) year of full-time clinical post-licensure experience.
5. All applicants must successfully complete the Sexual Assault Forensic Examiner (SAFE) Training Program; obtain the New York State Department of Health (NYSDOH) SAFE certification within 2 (two) months of appointment; and maintain certification for the duration of employment as a SAFE by completing fifteen (15) Continuing Medical Education (CME) credits in NYSDOH-approved coursework/training every three (3) years after the initial certification; and
6. Holds, or obtains within 30 days of appointment, a valid and current certification in Basic Life Support (BLS) through the American Heart Association (AHA).
