Job Summary

As a key member of the Lake Travis ISD team, the Facilities and Construction Manager will oversee the management of district bond projects, ensuring compliance with applicable codes and standards. This role will also support the conservation and optimization of the District's energy resources, working closely with the Director of Facilities and Construction.

Key Responsibilities
  • Energy Management and Scheduling
    • Assist in implementing the District's Energy Management software and provide daily support for HVAC controls and coordination with the Maintenance Department.
    • Collaborate with Engineers and Designers on MEP systems design and troubleshoot HVAC/DDC controls during after-hours as necessary.
    • Prepare quarterly and annual Energy Management reports for the Board and district website.
  • Construction Administration
    • Attend construction meetings and perform periodic site inspections, reviewing payment applications and preparing communication documents.
    • Assist in preparing financial statements and progress reports for board presentation and develop action plans to ensure district facilities comply with Accessibility and Building codes.
    • Serve as the primary liaison between the Maintenance Department and Bond Project contractors, coordinating facility access controls, intrusion alarms, and video surveillance systems.
    • Prepare punch lists at project substantial completion and monitor project close-out status, tracking and coordinating facility warranty issues.
  • Bond Preparation and Planning
    • Assist in planning for future bond elections and identify areas needing upgrades, coordinating with consultants to incorporate energy-saving components into facilities.
    • Complete current bond programs and scope future bond programs, conducting physical audits and safety updates of buildings and sites.
    • Prepare RFPs, solicit proposals, and award construction contracts for small projects.
  • Records Management
    • Organize and manage facility plans and document archives, compiling and maintaining project correspondence, reports, and records.
  • Safety and Security
    • Coordinate safety and security-related work with the District's Safety and Security Director, Technology, Contractors, Engineers, and Designers.
  • Other Duties
    • Demonstrate professional, ethical, and responsible behavior, serving as a role model for district staff.
    • Participate in professional development opportunities and maintain confidentiality, performing additional duties as assigned.
Requirements
  • Education and Experience
    • Bachelor's degree in Architecture, Construction, Design, or Engineering preferred, with a minimum of 10 years of experience in design, construction supervision, project management, and construction administration.
    • Expertise in managing medium to large construction projects, MEP-related work, and collaborating with Architects, Engineers, and staff.
  • Skills and Abilities
    • Proficient in construction management software, Google Suite, Word, Excel, and PowerPoint, with strong oral and written communication skills.
    • Ability to collect and organize data, operate computers, and learn new software applications, with knowledge of district and department policies, and relevant federal and state laws.
    • Ability to establish effective working relationships, maintain regular attendance, and work independently, with skills in planning, organizing, analyzing situations, and adopting effective courses of action.

  • Self-motivated with the ability to manage multiple projects concurrently, with effective communication skills and emotional control under stress.
  • Physical demands include lifting/carrying 15-44 pounds, frequent sitting, standing, walking, climbing, and prolonged computer use, with work involving both indoor and outdoor environments, attending after-hours meetings, and occasional district-wide/state-wide travel.
