Position Overview:

We are in search of a Lead Business Analyst who will provide critical insights into the effects of public programs that contribute to societal advancement. For over two decades, LCG, Inc. has established itself as a premier provider of technology-driven consulting services, biomedical research support, grants management, decision analytics, software engineering, and IT operations aimed at improving the transparency, efficiency, and empowerment of health and science-related programs.

Key Responsibilities:

  • Identify and assess both explicit and implicit needs of diverse stakeholders.
  • Facilitate regular meetings and discussions with clients to gain a comprehensive understanding of their business objectives, requirements, and challenges.
  • Convert client requests and concepts into clear, detailed specifications for the development team.
  • Act as the subject matter expert across various business domains and programs within the institute.
  • Lead the process of gathering, documenting, and analyzing business requirements through interviews, collaborative sessions, and data analysis.
  • Create and maintain comprehensive requirement documents, including use cases, user stories, and process flows.
  • Manage the scope of requirements from initial discovery through to delivery.
  • Develop a variety of EPLC artifacts as necessary.
  • Utilize agile development methodologies and agile planning tools effectively.
  • Exhibit strong problem-solving, negotiation, and influencing skills.
  • Engage with developers and business stakeholders to create as-is business process models for each information system.
  • Collaborate with clients to review and validate requirements, ensuring they accurately reflect the client's vision.
  • Draft Alternatives Analysis documents and business cases as required.
  • Propose enhancements and support the optimization of IT business processes.
  • Monitor project progress, resources, budgets, schedules, workflows, and reporting.
  • Evaluate project reporting plans and actual project reports to ensure accurate tracking of project status using established metrics.
  • Ensure that lines of reporting and responsibility provide sufficient technical and managerial oversight of the project.
  • Deliver detailed cost tracking and schedule analyses to assess progress and risks across all IRMB projects.
  • Stay informed about industry best practices and emerging technologies.
  • Share insights and recommend improvements to the business analysis process to boost efficiency and effectiveness.
  • Oversee project scope changes and manage the change order process.
  • Prepare management reports detailing key project performance indicators.
  • Suggest performance solutions to safeguard project budgets and timelines.
  • Provide objective evaluations of project performance, resource utilization, and adherence to established processes.

Qualifications:

  • A bachelor's degree in a relevant field.
  • Experience with federal clients, particularly within HHS and NIH.
  • Demonstrated experience as a Lead/Senior Business Analyst with project management responsibilities.
  • Exceptional communication, leadership, and interpersonal skills.
  • Proficiency in implementing software development projects and utilizing business analysis tools and techniques.
  • Strong project management skills and knowledge of software development methodologies (Agile, Waterfall, etc.).

Preferred Qualifications:

  • Experience with Agile methodologies.
  • Familiarity with federal contracting processes.
  • Experience with ServiceNow.

Compensation and Benefits:

The anticipated compensation range for this role is $133,888 to $173,525 per year, based on benchmarks in the Washington, D.C. metropolitan area. This salary range is a good faith estimate representative of various experience levels. Compensation at LCG is determined by multiple factors, including role, location, education/training, knowledge, skills, competencies, certifications, and work experience.
