Overview: The Bureau of Safety & Environmental Enforcement (BSEE) is dedicated to ensuring safety, environmental protection, and resource conservation in offshore operations through robust regulatory oversight and enforcement.


Position Summary:
This role is situated within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), specifically in the Pacific Outer Continental Shelf (OCS) Region, Field Operations, Permitting Section. As a key position at the GS-14 level, the primary responsibilities encompass, but are not limited to, the following:
Key Responsibilities:
1.

Act as a technical authority in the formulation of Regional and National initiatives and policies for the enforcement of regulations governing the oil and gas sector.

2.

Oversee compliance with the National Environmental Policy Act (NEPA) and facilitate decision-making processes within the permitting framework.

3.

Conduct Annual Performance Review (APR) meetings and Operations Review sessions with operator companies engaged in offshore activities.

4.

Supervise a diverse team of professionals ranging from GS-8 to GS-13, executing comprehensive supervisory responsibilities while promoting equal opportunities for training, promotions, and career advancement.

5.

Serve in a leadership capacity at either the regional or national level, acting as a team lead or management advocate for various initiatives aimed at enhancing bureau operations, protocols, regulations, and internal policies.

6.

Possess a thorough understanding of applicable laws, regulations, lease agreements, and both internal and external policies.

This position is eligible for telework, subject to supervisory approval.


Compensation:
GS-14: ($142,094 - $184,725) annually.

New hires to the federal government typically commence at the starting salary within the designated range for their grade level.

This announcement may also be utilized to fill additional vacancies as they arise.


Eligibility Requirements:
- Must be a U.S. Citizen.
- Subject to a background/suitability investigation.
- Federal payments must be made via Direct Deposit.

Selective Service:

Qualifications:
To qualify for this position, candidates must meet the following criteria:
(1) Basic Educational Requirements:
A. Professional engineering degree from an accredited institution.
B. A combination of education and experience that provides a comprehensive understanding of the physical and mathematical sciences relevant to professional engineering.

Specialized Experience:
Candidates must possess at least one year of specialized experience equivalent to the GS-13 level in the Federal service, which includes:
1) Advanced knowledge of petroleum engineering principles applicable to drilling, production, completion, workover, and well abandonment operations.
2) Experience in analyzing policies and programs that influence safety in offshore energy operations.
3) Proficiency in applying environmental laws and regulations for compliance reviews and permit application approvals.

Education:
Applicants must provide transcripts to verify educational qualifications if specific coursework is required.

Foreign Education:

Education obtained from institutions outside the U.S. may be considered, provided acceptable documentation is submitted to demonstrate equivalency.
