Job Responsibilities
The individual in this role will oversee the management of state-level program budgets and financial resources while ensuring the accuracy of assigned accounts. Responsibilities include:
1. Maintaining an understanding of state accounting processes and fiscal regulations.
2. Developing and generating invoices for grant receivables, ensuring timely receipt and posting to the agency's financial records.
3. Utilizing the South Carolina Enterprise Information Systems (SCEIS) to monitor and manage cash balances for designated grants.
4. Ensuring all financial transactions are recorded accurately and punctually.
5. Staying informed about federal grant regulations and deadlines to ensure compliance.
6. Preparing monthly financial reports for all assigned grants and distributing them to relevant stakeholders.
7. Participating in required meetings related to grants and updates.
8. Collaborating closely with the grant manager to maintain reliable financial data.
9. Acting as the liaison for financial audits, coordinating with auditors at various levels to verify compliance and completion.
10. Auditing grant expenditures to meet established requirements.
11. Monitoring the use of grant funds allocated to Local Partnerships to ensure appropriate and timely spending.
12. Identifying and addressing areas of concern or noncompliance, notifying relevant personnel.
13. Providing support to the Chief Financial Officer as needed.
Minimum and Additional Requirements
A bachelor's degree in accounting, finance, business, or a related field, along with professional experience in a relevant area such as accounting, auditing, finance, or banking.
Preferred Qualifications
A bachelor's degree in accounting or a related field, with a strong background in financial data collection and analysis. A minimum of three (3) years of experience in federal grant accounting and cash management is preferred.
