Job Summary:

We are seeking a highly skilled and experienced Lead Evidence Custodian to join our team at Navajo County, AZ. As a key member of our Property and Evidence Unit, you will be responsible for supervising and coordinating the daily operations and personnel of our warehouse and vehicle impound lot.

Key Responsibilities:

  • Supervise operations by ensuring that all property and evidence is properly received, handled, marked, documented, stored, tracked, and disposed of in compliance with Arizona Revised Statutes, the Rules of Criminal Procedure, and Property and Evidence Protocols.
  • Safeguard the integrity of all evidence, including maintaining an accurate chain-of-custody, and protect evidence from harmful change.
  • Supervise the Property and Evidence Unit personnel, which includes interviewing, development and delivery of training, establishing performance standards, and providing constructive feedback based on evaluating employee performance.
  • Coordinate and monitor programs and projects for the Property and Evidence Unit to establish goals and objectives, track effectiveness, and ensure compliance with Department General Orders and policies and procedures.
  • Consult with the County Attorney's Office regarding proper legal interpretation of statutes, rules of procedure, etc. and specific requirements such as length of evidence storage, court orders for property and evidence release, etc.
  • Coordinate time-sensitive processes related to viewing and releasing evidence.
  • Reviews security controls and responds to alarms at primary and alternative property and storage locations.
  • Coordinates and conducts bi-annual inventory of property and evidence warehouse(s) to ensure the safeguarding and accurate accounting of all items currently stored.
  • Responds to call-outs as needed to receive property and evidence.
  • Instructs law enforcement personnel, attorneys, and others on procedures of evidential property control.
  • Analyzes Unit operations, conducts needs analyses, researches alternatives, and legislative changes, sets objectives, and recommends changes to management regarding Unit policies and procedures to enhance operations.
  • Conducts compliance audits, makes site inspections, and assists in the set-up and organizing of satellite property units.
  • Testifies in court as required by subpoena and represents the Department at public hearings and meetings.
  • Composes a variety of reports and written material related to the operation of the Unit as well as the processing and disposition of property and evidence.
  • Directs the procurement of services, supplies, and equipment to support the Unit.

Requirements:

  • Knowledge of basic principles of proper evidence storage, preservation, and disposal.
  • Knowledge of current laws and rules regarding police property and evidence, including chain-of-custody procedures.
  • Knowledge of basic principles of warehousing.
  • Knowledge of the principles and practices of supervision of personnel.
  • Knowledge of coaching and training techniques to provide technical advice and/or training to employees, law enforcement, and court officials.
  • Knowledge of team concepts (e.g., team building, leadership, participation, and group problem-solving techniques).
  • Knowledge of business English, spelling, grammar, and punctuation required to produce written documents of moderate to complex difficulty.
  • Knowledge of records management systems (both computerized and manual files).
  • Skill in the use of computer software programs, including word processing, spreadsheets, and databases.
  • Skill in operation of standard office and technical equipment.
  • Ability to effectively communicate both orally and in writing.
  • Ability to read, comprehend, and interpret complex written materials such as statutes, rules of criminal procedure, etc.
  • Ability to speak before groups to provide information or training on evidence policies, procedures, and programs.
  • Ability to exercise diplomacy with others, sometimes in difficult situations.
  • Ability to establish and maintain effective working relationships with those contacted in the course of assignment, including law enforcement agencies and prosecutors.
  • Ability to exercise good judgment in safeguarding confidential or sensitive information.
  • Ability to acquire and retain required Terminal Operator Certification to access criminal records.
  • Ability to organize, prioritize, and perform multiple tasks to complete job functions in an orderly and efficient manner within stringent deadlines.
  • Ability to independently make decisions and take appropriate action to administer programs.
  • Ability to develop short- and long-range plans for assigned unit.
  • Ability to operate various portable equipment (e.g., battery chargers, air compressors, etc.) and moving equipment (e.g., dollies, hand trucks, and forklift) in order to move vehicles or other property and evidence items.

Desirable Qualifications:

  • Six (6) years of experience in warehousing and inventory control, including three (3) years of work experience with a law enforcement agency in the receipt, storage, and release of impounded property or evidence; OR six (6) years of increasingly responsible experience in criminal justice, including a minimum of two (2) years of supervisory experience, or an equivalent combination of experience and related education.
  • A valid driver's license.
  • Must successfully pass a background investigation with no felony convictions.
