About the Job

This position is a Licensed Professional Mental Health Counselor (LPMHC) role within the VA Northeast Ohio Behavioral Health Interdisciplinary Program (BHIP). The LPMHC will provide professional counseling services that are collaborative and well-coordinated within the BHIP and other VANEOHS and community programs and services, as needed, to assure quality care of the Veterans served.

Key Responsibilities
  • Provides diagnostic, counseling, and care planning services for a complex group of clients who may have psychiatric and medical problems in addition to substance use or addiction problems.
  • Manages and coordinates major aspects of mental health care for an assigned caseload of clients.
  • Measures the effectiveness of mental health counseling practices and services utilizing outcome measures to improve treatment services.
  • Provides complex crisis intervention and stabilization to clients in psychological distress, using independent judgment and skill.
  • Adheres with all electronic clinical documentation procedures, including timeliness and quality standards for documentation and proper patient check out procedures.
  • Maintains an effective counseling relationship, including provision of evidence-based practices, as assigned.
  • Ensures the initiation, completion, and documentation of a psychosocial assessment with clients and the development of preliminary and ongoing collaborative treatment goals.
Requirements
  • Must be a U.S. Citizen.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must be proficient in written and spoken English.
  • May be required to serve a probationary period.
  • Subject to background/security investigation.

  • Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP).
  • Participation in the Coronavirus Disease 2019 (COVID-19) vaccination program is a requirement for all Veterans Health Administration Health Care Personnel (HCP) - See "Additional Information" below for details.
Qualifications
  • Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
  • Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP).
  • Licensure: Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.
  • English Language Proficiency: LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j
Grade Determinations
  • Licensed Professional Mental Health Counselor, GS-9 (Entry Level): Experience, Education, and Licensure: The GS-9 grade level is the entry grade level for LPMHCs with less than one year of experience (post-master's degree) or for LPMHCs at the master's or doctoral level) who are graduates not yet licensed at the independent practice level.
  • Licensed Professional Mental Health Counselor, GS-11 (Full Performance Level): Experience, Education, and Licensure: In addition to the basic requirements, candidates must have at least one year of post-master's or post-doctoral degree mental health counseling experience (VA or non-VA experience) and must be licensed to practice at the independent practice level and demonstrate the KSAs in subparagraph (c) below.
Physical Requirements

The work of this position is primarily facility-based and has no requirement for strenuous physical activity. The incumbent will sit, stand, walk, throughout the facility during the tour of duty. There may be a requirement to travel within the catchment area, VISN, or nationally. Duties may require attendance at non-VA facilities and events in the community for the purpose of networking, supervision, and training of staff.
