Job Title: Senior Data Analyst

Job Summary:

We are seeking a highly skilled Senior Data Analyst to join our team at the Texas Department of Aging & Disability Services. As a Senior Data Analyst, you will be responsible for developing and implementing data quality research projects, effective data dissemination methods for vaccine usage and orders, and managing data quality research projects.

Key Responsibilities:

* Develops, implements, and manages data quality research projects, and effective data dissemination methods for vaccine usage and orders.
* Develops methodology, protocols, internal policies, and procedures for data analysis of vaccine usage.
* Manages and monitors the methods and quality of immunization vaccine data extracts.
* Plans, implements, and oversees the development of immunization data sets, data analysis methodologies, and procedures for generating graphs, charts, and statistics to arrive at conclusions about the data.
* Develops operational reports and data summaries.
* Identifies the significance of data trends and gaps and reports findings to stakeholders and program staff and makes recommendations for improvement.
* Manages reporting of grant benchmarking metrics.
* Oversees the extract and compilation of data sets used to calculate metrics.
* Reviews metrics with team members to ensure accuracy and resolve any issues.

Requirements:

* Bachelor's degree in a related field.
* 5+ years of experience in data analysis, research, and project management.
* Strong knowledge of statistical concepts and methods and their application to research analysis.
* Strong knowledge of SAS, SQL, Tableau, ArcGIS, and Power BI.
* Strong communication and interpersonal skills.
* Ability to work independently and as part of a team.

Working Conditions:

* Works under limited supervision of the Vaccine Data and Finance Group Manager within the Immunization Section.
* Performs advanced data analysis and provides recommendations to the Texas Vaccine for Children (VFC) programs relating to Public Health Informatics.
* Acts with minimal supervision and with extensive latitude for the use of initiative and independent judgment.

Knowledge, Skills, and Abilities:

* Knowledge of medical/epidemiologic data analysis, methods, principles, and techniques.
* Knowledge of statistical concepts and methods and their application to research analysis.
* Knowledge of measurement, testing, and evaluation procedures.
* Knowledge of SAS, SQL, Tableau, ArcGIS, and Power BI.
* Skill in use of statistical measurement techniques.
* Skill in research design and implementation.
* Skill in development of procedures to monitor and evaluate progress in achieving project objectives.
* Skill in project management to organize major project activities.
* Skill in oral communication skills to facilitate meeting agendas to achieve planned outcomes.
* Skill in technical writing to clearly and succinctly communicate project/research information for correspondence with state and federal agencies.
* Ability to work independently.
* Ability to gather information from a variety of sources and synthesize information into simpler terms.
* Ability to express ideas clearly and concisely orally and in writing.
* Ability to develop and effectively deliver training and technical assistance about data methods, procedures, or DSHS policies.
* Ability to interpret complex statistical data, charts, and tables.
* Ability to develop and analyze measuring instruments with respect to reliability, relevance, and validity.
* Ability to communicate effectively.
* Ability to establish and maintain effective working relationships and work with others as part of a team.
* Ability to perform under pressure; meet rapid deadlines.
